Council Minutes 11/5/2008 <br />City Council wants. In answer to a question from Mr. Ryan, President Kennedy <br />confirmed the legislation had been assigned to the Finance Committee where the <br />discussion would take place. Finance Committee chairperson Gazeau agreed that the <br />legislation would be discussed at the next committee meeting. <br />Finance Director Copfer: 1) She attended a meeting of the Westshore finance directors <br />regarding financial information for the consultant to analyze the best funding strategy to <br />form a fire district. <br />2) She attended the health fair sponsored by Human Resources; and while she did predict <br />her personal health evaluation results, she is appreciative of HR for providing this <br />opportunity to hear it again and has decided to make some positive changes to achieve <br />some of those goals. <br />3) Management has met to prepare for both police and fire negotiations that start in the <br />next few weeks. <br />4) She met with the tax code consultant and RITA to review questions and discuss <br />potential changes in an effort to comply with the state requirements for our municipal tax <br />code among other things. <br />Councilman Gareau, chairperson of the Finance Committee: 1) The Finance Committee <br />met on October 28 at 7:45 p.m. unti18:2S p.m. The committee then resumed at 8:59 p.m. <br />and concluded at 9:39 p.m. Present were committee members Bazker, Kearney and <br />committee chairman Gazeau; Council President Kennedy and Council Members Dailey <br />Jones, Orlowski, and Mahoney; Mayor O'Grady, Law Director Dubelko, Finance <br />Director Copfer, Service Director Limpert, and Safety Director Dr. Thomas. Agenda <br />items: <br />• Resolution 2008-128, a resolution authorizing the Director of Public Service to <br />advertise for bids for snow plowing services in accordance with plans and <br />specifications on file in his office; and further authorizing the Mayor to enter into <br />an agreement for said services with the lowest and best bidder, subject to approval <br />by the Boazd of Control. It's intended that this legislation would act as a <br />supplement if passed. During snow emergencies, the city would use the <br />additional assistance as a supplement. In committee, Councilman Gareau made a <br />motion to hold the legislation in committee. The motion was seconded by <br />Councilman Barker and passed 3-0. The legislation will be discussed again at the <br />committee meeting next Tuesday evening. <br />• Resolution 2008-110, a resolution authorizing the Director of Public Service to <br />advertise for bids for lawn mowing services in accordance with plans and <br />specifications on file in his office; and further authorizing the Mayor to enter into <br />an agreement for said services with the lowest and best bidder, subject to approval <br />by the Board of Control. The Mayor and Service Director Limpert presented an <br />overview of what particular areas of the city would be subjected to an outsourcing <br />contract. They would take over the entire grass cutting responsibility from our <br />parks all the way down to median grass strips, islands in the different <br />subdivisions, etc. There was a question of plans and specifications that had to be <br />prepared.
