A <br />committee motion was made by Councilman Gareau, seconded by Councilman <br />Barker, and by a vote of 3-0 the legislation was held in committee. <br />• Resolution 2008-127, a resolution authorizing the Director of Public Service to <br />advertise for bids for brush removal services in accordance with plans and <br />specifications on file in his office; and further authorizing the Mayor to enter into <br />an agreement for said services with the lowest and best bidder, subject to approval <br />by the Board of Control. Along with the previous two resolutions, this is another <br />attempt by the administration to find alternative ways to provide services. Again, <br />for same reasons, the plans and specifications to be prepared and drafted and <br />presented to the committee, the committee will again take this matter up next <br />Tuesday. A committee motion was made by Councilman Gareau, seconded by <br />Councilman Barker, and by a vote of 3-0 the matter was held in committee. <br />• Ordinance 2008-124, an ordinance to make and transfer appropriations for current <br />expenses and other expenditures for the City of North Olmsted for the year ending <br />December 31, 2008. This is a transfer ordinance, and Finance Director Came <br />Copfer explained the changes: There was a reduction in Bureau of Workers <br />Compensation obligations in order to purchase fuel and parts within the Division <br />of Fire as well as medical supplies. There was also a redirection of $50,000 to <br />Public Way Management-this was a line item not previously used-for items <br />such as fertilizer, weed control, and engineering fees. There was also an <br />additional $32,000 appropriated for the Land Acquisition Fund, which the balance <br />at the beginning of the year was $218,000, for architectural engineering and legal <br />ads for renovations to the City Hall campus. To force a budget balance, <br />Springvale's appropriation was reduced by $84,183 due to projected shortfall in <br />revenue due to weather in the spring and the current downturn in golf. There <br />were three amendments to the ordinance: an additional $26,810 was appropriated <br />in order to complete the Kennedy Ridge Road resurfacing project; a $2,250 <br />appropriation for the football endowment that has been done over the course of <br />the past few years; an adjustment in the balances for various positions that were <br />proposed to receive a pay adjustment in Ordinance 2008-121 which failed to pass. <br />Councilman Gareau made a motion to amend Ordinance 2008-124 consistent with <br />the above-mentioned amendments. The motion was seconded by Councilman <br />Barker and passed unanimously. Ordinance 2008-124 was amended. <br />Councilman Barker, chairperson of the Building, Zoning and Development Committee: <br />1) The committee met on Tuesday, October 28, 2008 at 7 p.m. Present were members <br />Barker, Gareau and Dailey Jones; Council members Orlowski, Kearney, Mahoney and <br />President Kennedy; Mayor O'Grady, Law Director Dubelko, and Safety Director <br />Thomas. Agenda items included the following: <br />• Ordinance 2008-135, sponsored by Mayor O'Grady and Councilman Gareau, an <br />ordinance amending Section 1333.01 of the Building Code in order to more <br />effectively require debris and other materials to be removed from demolition sites, <br />as amended. In paragraph (a) the following words were removed: "The ground <br />shall be leveled off, and the premises put in a clean and sanitary condition; <br />6 <br />
