<br />Council Minutes 11/5/2008 <br />Fries, 27600 Lorain Road, per recommendations of the Planning & Design Commission. <br />The motion was seconded by Councilman Orlowski and passed unanimously. <br />Council Member Dailey Jones commented she wanted to follow up with Mr. Dubelko's <br />report in thanking both Carole Heyward and the Law Dept. in the city for supporting the <br />fair housing program and for the successful event that was held for the realtors. It was <br />great to have that many realtors here, not only learning about the fair housing law but <br />also here in our city. Thank you for the support. <br />Councilman Kearney, chairperson of the Public Safety, Health & Welfare Committee: 1) <br />The committee met on October 28 at 7:30 p.m. Present were committee members <br />Kearney, Orlowski, and Mahoney; Council President Kennedy and Councilwoman Jones <br />and Councilmen Gareau and Barker; the Mayor, Law Director, Finance Director, Safety <br />Director and guests. Agenda items included: <br />Ordinance 2007-58, sponsored by Councilman Gareau, which reads, "An <br />ordinance amending Section 339.02 of Chapter 339 of the North Olmsted Traffic <br />Code entitled "Commercial and Heavy Vehicles" in order to increase the penalties <br />for truck and other heavy vehicle traffic that illegally travel upon local streets not <br />designated as truck routes." Pros and cons were discussed. In committee, <br />Councilman Kearney made a motion to recommend approval. The motion was <br />seconded by Councilman Mahoney and passed unanimously. <br />A liquor permit transfer at 25001 Country Club Road, Romano's Macaroni Grill, <br />from Brinker Ohio, Inc. to MAC LLC. The committee voted 3-0 for no objection <br />to the transfer. Councilman Kearney moved that Council not object to the liquor <br />permit transfer for Romano's Macaroni Grill. The motion was seconded by <br />Councilman Orlowski and passed unanimously. <br />AUDIENCE PARTIC>[P~TIQN <br />1) Dennis Lambert, 25057 Carey Lane, spoke about the election which he said was <br />unique to the political process. He said it was a ground level campaign-no longer were <br />the top level people dictating down. He believes this is a trend and believes it has to start <br />working into local government. He would like to see Ordinance 2003-101 revoked as he <br />feels it took power away from the Charter Review Commission. Also, he would like the <br />people to have the opportunity to decide whether Council should have two-year terms. <br />Councilman Gareau noted that North Olmsted residents have voted on the issue of the <br />terms twice. First, in the adoption of the Charter when they established atwo-yeaz term <br />for elected offices, and then in the 1970's when it was changed to a four-year term. Mr. <br />Lambert felt that was 38 years ago, and the issue should be brought up again. Mayor <br />O'Grady said he agreed with Mr. Lambert with regazd to the Charter Review <br />Commission as he believes the people have lost control of it and said four <br />recommendations this year did not go forward to a vote. Councilman Gazeau noted that, <br />under the old system of the Charter Review Commission, the people would never have <br />been involved at all. The Mayor would like to see it go back to the system where he <br />would make the appointments to the Commission instead of City Council. <br />9 <br />
