_~ <br />Special Council Minutes 10/28/2008 <br />Ordinance No. 2008-139 was introduced and placed on first reading by Mayor O'Grady <br />on behalf of himself and Council Members Dailey Jones and Barker. An ordinance <br />authorizing the Director of Public Service to request proposals for professional consulting <br />engineering services for the city's Division of Engineering; further authorizing the <br />Mayor, subject to approval of the Board of Control, to enter into an agreement with the <br />firm selected in the RFP process; and declaring an emergency. Council Member Dailey <br />Jones moved for suspension of the rules requiring three readings and committee review, <br />noting the issue had been reviewed in committee. The motion was seconded by <br />Councilman Barker. Roll call: Jones, yes; Barker, yes; Gareau, yes; Kearney, yes; <br />Mahoney, no; Orlowski, yes. The motion passed with five yes votes and one no vote. <br />Council Member Dailey Jones moved for adoption, and the motion was seconded by <br />Councilman Barker. Roll call: Jones, yes; Barker, yes; Orlowski, no; Mahoney, no; <br />Kearney, yes; Gareau, yes. The motion passed with four yes votes and two no votes. <br />Ordinance No. 2008-139 adopted. (The legislation is adopted, but the emergency clause <br />is not in effect as the motion did not pass with atwo-thirds vote as required by Charter.) <br />Resolution No. 2008-140 was introduced and placed on first reading by Mayor O'Grady. <br />A resolution accepting the amounts and rates as determined by the Budget Commission <br />and authorizing the necessary tax levies and certifying them to the County Auditor. <br />Councilman Gareau moved for suspension of the rules requiring three readings and <br />committee review. The motion was seconded by Councilman Mahoney and passed <br />unanimously. Councilman Gazeau moved for adoption. The motion was seconded by <br />Councilman Mahoney and passed unanimously. Resolution No. 2008-140 adopted. <br />Resolution No. 2008-141 was introduced and placed on first reading by Mayor O'Grady. <br />A resolution authorizing the Director of Planning to make application on behalf of the <br />City of North Olmsted for Community Development Block Grant (CDBG) Funds for the <br />Fiscal Year 2009 for a project to make ADA improvements to the North Olmsted Senior <br />Center, Community Cabin and North Olmsted Park; further authorizing the use of City <br />funds as the local match; further authorizing the Mayor to accept the grant if awarded; <br />declaring an emergency. Councilman Gareau moved for suspension of the rules <br />requiring three readings and committee review. The motion was seconded by <br />Councilman Barker and passed unanimously. Councilman Bazker moved for adoption. <br />The motion was seconded by Councilman Gareau and passed unanimously. Resolution <br />No. 2008-141 adopted. <br />Councilman Kearney made a motion to excuse the absence of Councilman Ryan.
