~~ <br />Special Council Minutes 10/28/2008 <br />The special Council meeting was recessed at 8:40 p.m. <br />The special Council meeting was reconvened at the call of the President at 8:44 p.m. <br />Councilman Barker, chairperson of the Building, Zoning & Development Committee <br />reported that the committee met at 8:43 p.m., October 28, 2008, to discuss Exit 2 Storage <br />located at 31399 Industrial Pazkway. There was no further discussion of the project as a <br />discussion had been held previously. The committee vote 2-0 to recommend approval, <br />with Councilman Gazeau abstaining. Councilman Baker made a motion to approve <br />COMS08-09 Exit 2 Storage, located at 31399 Industrial Pazkway, consisting of 28 <br />additional covered spaces and also per the recommendations of Planning & Design <br />Commission. The motion was seconded by Council Member Jones. Roll call: Barker, <br />yes; Jones, yes; Mahoney, yes; Orlowski, yes; Kearney, yes; Gazeau, abstain for reasons <br />stated previously. The motion passed with five yes votes and one abstention. <br />LEGISLATION <br />Resolution No. 2008-137 was introduced and placed on first reading by Mayor O'Grady. <br />A resolution approving of and authorizing the Mayor to enter into a collective bargaining <br />agreement with the American Federation of State, County and Municipal Employees <br />("AFSCME"), Ohio Council 8, Loca12681 for the city's Service Unit employees, for the <br />period July 1, 2007 through June 30, 2009 and declaring an emergency. Councilman <br />Gazeau moved for suspension of the rules requiring three readings and committee review <br />and noted that, although this piece of legislation was not reviewed in committee, there <br />have been discussions at the committee meetings over the course of the past month <br />concerning the substance of the legislation. The motion was seconded by Councilman <br />Mahoney and passed unanimously. Councilman Gareau moved for adoption, and the <br />motion was seconded by Councilman Mahoney. Roll call: Gazeau, yes; Mahoney, yes; <br />Jones, yes; Barker, no; Kearney, yes; Orlowski, yes. The motion passed with five yes <br />votes and one no vote.
