w,t ~~
Council Minutes,10-21-2008
MISCELLANEOUS„ BUSINESS
Councilman Ryan requested that the Law Director give an opinion as to whether
individual Council people could waive their salaries and contribute it back to the city.
Law Director Dubelko said Council may certainly donate any amount of their salary they
wish to the city of North Olmsted. But their compensation cannot be increased or
decreased during a term. A Council Member would have to take the salary, pay taxes on
it, and then may donate any portion they wish to the city. It cannot be waived up front.
Councilman Barker scheduled a BZD Committee meeting for Tuesday, October 28, at 7
p.m. to cover Ordinances 2008-135, 2008-56 and 2008-57. The Safety Director, Law
Director, and Mayor are asked to attend.
Councilman Kearney scheduled a Public Safety, Health & Welfare Committee meeting
for 7:30 p.m. on Tuesday, October 28, to discuss Ordinance 2007-58 and a liquor permit
transfer. Councilman Gareau is asked to attend.
Councilman Gareau scheduled a Finance Committee meeting for 7:45 p.m. on Tuesday,
October 28, to discuss 2008-110, 2008-124, 2008-127, 2008-128. The Mayor, Finance
Director and Service Director are asked to attend.
Mayor O'Grady disagreed with Mr. Mahoney's comments, during the vote on Ordinance
2008-121, that the administration has stated that this is the worst budget or the most
challenging budget in their history. He speaks for the administration and has never said
that. On financial issues, certainly the Finance Director also speaks for the
administration, and no one has said that. Tough budgets have been faced every single
year that he has been in office and there have been significant cuts during the years. On
this one, we're going to know when we get there because we have to see what the carry-
over is. The administration continues to do what they have done for three and a half
years-bring Council a balanced budget. He felt that Mr. Barker's comments were
without foundation. Mr. Bazker said he has asked for a plan and that hasn't been
forthcoming, which is misleading. The members of City Council have received this year
exactly the same financial data that they have received every year. Mr. Barker said that
the $15,000 to pay for these few good people, who would just have equity with the other
secretaries in the office, would come from oil and recycling, that's inaccurate. What was
used were statements just to show what savings were done in the area of recycling.
Councilman Barker moved to adjourn the meeting; the motion was seconded by
Councilman Orlowski and passed unanimously.
With the agenda being completed and there being no further business to come before
Council, President Kennedy ~~ourned the meeting at 9:22 p.m.
",l
~,.
