<br />Council Minutes 10-21-2008 <br /> <br />authorizing the Mayor to enter into a collective bargaining agreement with the <br />American Federation of State, County and Municipal Employees (AFSCME), <br />Ohio Council 8, Local 2681, for the city's Clerical & Technical employees for the <br />period July 1, 2007 through June 30, 2009, and declaring an emergency. <br />Resolution 2008-129 is a resolution approving of and authorizing the Mayor to <br />enter into a collective bargaining agreement with the Ohio Patrolman's <br />Benevolent Association for the city's dispatchers for the period January 1, 2007 <br />through December 31, 2008, and declaring an emergency. Director Farver <br />highlighted some of the changes that were brought forth and were common <br />throughout the three union contracts, which were discussed together. Finance <br />Director Copfer provided a detailed explanation of changes, of which there were <br />37 changes for AFSCME ClericaUTechnical alone, to the contract that were <br />negotiated through the process. Some of the highlights that she explained include <br />the 80/20 plan for hospitalization with a 10% premium, which is significant. Last <br />year, a family plan cost the City of North Olmsted on the order of $16,500, and <br />there was a small contribution from the employee back. It is a significant <br />expense. Additional changes in the labor contract included removal of job <br />descriptions which allows more flexibility for the employer to assign work <br />responsibilities and create job descriptions outside of the negotiation process. <br />Also removed was the past practice language which with memorandums of <br />understanding and past practice seemed to be contracts outside of contracts. Mr. <br />Johnson felt removal of that language was extremely important. Paid lunch will <br />be a thing of the past as of 4/1/09. The 30 minute lunch will no longer count as <br />time worked. This will result in about $142,000 in time compensation. The issue <br />of timecards was discussed as time modification and lunch and the workday hours <br />have been changed. Councilmen Barker and Gareau inquired about timecards for <br />employees-do employees actually use timecards in order to actually find out thai <br />lunch is being handled in an appropriate way or the workday is? The use of <br />timecards is not consistent throughout the city. Mr. Gareau thinks Council was <br />of the opinion that they thought it would be perhaps a good thing far the <br />administration to explore uniform application of a timecard policy. But that was <br />just a suggestion. Of note, 4% raise, 3% raise for all bargaining, except for police <br />there is a 4% in the first year and 4% in the second year. Dispatchers received an <br />additional 1 % through their negotiation process. Non-bargaining employees this <br />year received 2% with the exception of a couple of employees within the Division <br />of Fire. Tle bargaining contracts cover July 7, 2007 through June 30, 2009. In <br />committee, Councilman Gareau made a motion, seconded by Councilman <br />Kearney, and the committee unanimously recommended approval of Resolutions <br />2008-115, 2008-11b and 2008-129. Councilman Gareau made a motion to <br />amend Resolution 2008-129 for the purpose of adding the emergency clause as <br />requested by the Finance Director so that the legislation can be in effect before the <br />expiration period of the contract.
