This was actually on third reading at the <br />last meeting and removed from the agenda and sent back to committee. There <br />was no additional information provided, so the discussion was very brief. In <br />committee, Councilman Gazeau made a motion to recommend approval. It was <br />seconded by Councilman Barker and unanimously approved. <br />• Ordinance 2008-124, an ordinance to make and transfer appropriations for current <br />expenses and other expenditures for the City of North Olmsted for the year ending <br />December 31, 2008 as amended. This is a transfer ordinance and it should be <br />noted that the numbers appearing in the legislation assume that transfer Ordinance <br />2008-121 has passed. Ordinance 2008-121 will be voted on tonight; and, if it is <br />not approved, then there aze going to be amendments needed to be made to <br />Ordinance 2008-124. The concept of reviewing it was with the understanding <br />that Ordinance 2008-121 was not yet approved. Finance Director Copfer <br />explained the transfers: There was a reduction in Bureau of Workers <br />Compensation obligations-additional funding that was appropriated that was not <br />needed was redirected to purchase fuel and parts within the Division of Fire as <br />well as a need to purchase additional medical supplies within the Division of Fire. <br />The $50,000 to the Public Way Mgt. apparently was in a different line item. A <br />new line item was created, and the best place to put it was within the Public Way <br />Mgt. It includes fertilizer, weed control, engineering fees. There was an <br />additional $32,000 appropriated from the Land Acquisition Fund, which had a <br />balance at the start of the year of $218,000, for architectural engineering and legal <br />ads for renovations to the City Hall campus. This is not final approval on the <br />project itself, but it is approval to move forward with expenses in order to award a <br />contract to get in the detailed drawings and renderings and architectural <br />components of the renovations of the room. (The area to be renovated was <br />abandoned by the Service Dept, when the NOMBL area became available for use. <br />This area to be renovated parallels the Finance and Human Res©urces <br />Departments.) The renovations aze to be funded from the Land Acquisition Fund <br />& Building Improvement Fund. The monies in that fund came from the sale of <br />the library to the schools. The argument at the time was that the money would be <br />put into a separate fund, rather than the General Fund, to improve the property <br />that we have or to purchase additional property. He will make the floor plan <br />available for anyone who wishes to see it. Other transfers in the legislation <br />included reducing Springvale's appropriation by $84,183 due to a projected <br />shortfall in revenue due to the weather in the spring and current downturn in golf, <br />which has been a pattern over the past couple of years. There is an additional <br />requirement of $26,810 in order to complete the Kennedy Ridge Road project. <br />(The committee unanimously recommended approval of the legislation.) <br />Councilman Gareau made a motion to amend Ordinance 2008-124 to include the <br />additional $26,810 in order to complete the Kennedy Ridge Road project. The <br />motion was seconded by Councilman Barker and passed unanimously. Ordinance <br />No. 2008-124 amended. Finance Director Copfer noted that another amendment, <br />$2,250 for the football endowment, needed to be made. Councilman Gareau <br />agreed and made a second motion to the legislation for a football endowment of <br />5 <br />
