<br />Council Minutes 10-21-2008 <br />~, <br />$2,250 for the Division of Parks and Recreation, bringing up the total from <br />$88,050 to $90,300 under the Division of Pazks & Recreation materials and <br />supplies. The motion was seconded by Councilman Barker and passed <br />unanimously. Ordinance No. 2008-124 amended. <br />• Resolution 2008-125, a resolution accepting the amounts and rates as determined <br />by the Budget Commission and authorizing the necessary tax levies and certifying <br />them to the County Auditor. This is an annual ordinance that is passed in order to <br />allow the rates to be determined and adopted and authorizing the tax levies to be <br />placed in order to be able to collect property taxes. The legislation was briefly <br />discussed. In committee, Councilman Gazeau made a motion, seconded by <br />Councilman Barker, and the committee unanimously recommended approval of <br />Resolution 2008-125. <br />• Resolution 2008-126, a resolution authorizing the Director of Planning to make <br />application on behalf of the City of North Olmsted for Community Development <br />Block Grant (CDBG) Funds for the Fiscal Year 2009 for a project to make ADA <br />improvements to the North Olmsted Senior Center, Community Cabin and North <br />Olmsted Park; further authorizing the use of city funds as the local match; further <br />authorizing the Mayor to accept the grant if awarded; declaring an emergency. <br />The grant amount request is $100,000, and there is a matching obligation of <br />$b0,000 to be used to make our public spaces more accessible to those persons <br />with disabilities or special needs. Making our community more accessible to <br />those that are in need is a high priority. The committee, after a brief discussion, <br />felt that was an endeavor worth undertaking, particularly in light of the fact that <br />the city did an ADA study to identify all of our facilities and where they are <br />falling short in our responsibilities. This is a way to get those taken Gaze of. In <br />committee, Councilman Gazeau made a motion that was seconded by Councilman <br />Barker, and the committee unanimously recommended approval of Resolution <br />2008-126. <br />• A joint discussion of Resolutions 2008-127 and 2008-128. Resolution 2008-127 <br />is a resolution authorizing the Director of Public Service to advertise for bids for <br />brush removal services in accordance with plans and specifications on file in his <br />office; further authorizing the Mayor to enter into an agreement for said services <br />with the lowest and best bidder, subject to approval by the Board of Control. <br />Resolution 2008-128, a resolution authorizing the Director of Public Service to <br />advertise for bids for snow plowing services in accordance with plans and <br />specifications on file in his office; further authorizing the Mayor to enter into an <br />agreement for said services with the lowest and best bidder, subject to approval by <br />the Board of Control. These two pieces of legislation were held in committee. <br />There was a discussion, and some thoughtful input by members of the bargaining <br />unit who came in to discuss the plan to use outsourcing or outside contracts to <br />provide services that had previously been provided by employees in the city of <br />North Olmsted. The proposal include brush removal, snow plowing, and grass <br />cutting. Those three pieces of legislation were held in committee. Questions that <br />were brought up included suggestions about whether alternatives have been <br />explored. If you're going to -spend a particular amount of money on these three <br />contracts, would it not be more fiscally prudent to just simply hire additional staff <br />6 <br />
