In committee, <br />Councilman Gareau made a motion, seconded by Councilman Barker, to hold <br />Resolution 2008-110 in committee pending some of those financial questions. <br />The motion passed 3-0. <br />• Ordinance 2008-109, an ordinance to make and transfer appropriations for current <br />expenses and other expenditures for the City of North Olmsted for the year ending <br />December 31, 2008. Some of the changes required in the transfer ordinance <br />included: in Council a salary adjustment based upon attendance bonus of $130; <br />modifications made in the office of the Mayor concerning the staff that he has and <br />the recent move that was made; a change of $1,500 in the Recreation Fund <br />concerning equipment repair and building improvements; HoteUMotel a <br />modification concerning $9,000 in gas and parts; a water issue that dealt with <br />$6,350; under the Division of Police a purchase of new cabling and repair car <br />video equipment was required. Under the Sewer Revenue Fund there was a <br />significant adjustment of $8b,000 to do infiltration and inflow investigation. <br />There were some amendments that were brought forward to the legislation during <br />the discussion and those amendments were limited to a request from Community <br />Life Services to receive an additional $14,655. This dealt with an oversight in the <br />approved budget from NOCOP which they approved but was not included in the <br />original appropriation ordinance. There is a significant increase for fuel. The <br />$7,000 was an oversight, and the balance of the $14,655 was related to fuel <br />increase. There was a $1,500 adjustment in Recreation for building <br />improvements and $900 to outside contractors. In the Sewer Revenue Fund, there <br />was an additional $8,303. In committee, Councilman Gareau made a motion to <br />recommend approval as amended. The committee motion was seconded by <br />Councilman Kearney and passed 3-0. There was a request for suspension of the <br />rule. Councilman Gareau made a motion to amend Ordinance 2008-109 <br />consistent with the amendments noted above. The motion was seconded by <br />Councilman Kearney and passed unanimously. Ordinance No. 2008-109 <br />amended. <br />• Finance Director Copfer has discussed financial issues with the committee over <br />the course of several meetings. As far back as two months ago Mrs. Copfer <br />advised Council that the trend of real property tax revenue and income tax <br />revenue was setting itself up for a decline in those two areas. The real property <br />was close to being as expected back in June; but there was a significant decrease, <br />roughly 5%, in income tax at that time. That trend appears to certainly be <br />continuing. At that time, it was seen as a net profits issue and some withholding <br />issues. Building permits as of June were down substantially-there were <br />approximately 16 permits less than the year previous. There have been some <br />recent development projects coming through and we should see that increase. <br />Engineering inspections were larger than the previous year as of June. Cable fees <br />were on target. Court fines seemed to be on plan and leveled off. There may be <br />an issue with the Rocky River Court having a shortfall due to buyouts at the <br />beginning of the year. (Finance Director Copfer responded that she has not had <br />an update from June, but she expected a meeting to be held in October.) Local <br />government funds are declining due to the formula.
