Council Minutes of 9/16/2008

President Kennedy; Planning Director Wenger, Law Director Dubelko and Service
Director Limpert. Agenda items included the following:
• COMS08-02, Save-A-Lot and Goodwill located at 23000 Lorain Road.
Representing Save-A-Lot was Cathy Duffy and for Goodwill Mary Moriarty
along with the landowner Mr. Chuck Rini Jr. This proposal consists of building
and site improvements to the former Giant Eagle building to accommodate two
new tenants. Significant building changes include painting the metal roof a
brown color (smoky topaz), installing a new man door and overhead door to
intake Goodwill deliveries, and new signage. The site changes include creating a
drop off zone by Goodwill, relocating handicapped parking spaces, and replacing
an old chain link fence with a wood fence. More significantly, the applicant will
remove the entire row of parking nearest Lorain Road to install lawn and
landscaping islands and install brickscape, brick pavers not stamped concrete,
within the right-of--way. There was discussion regarding the drop-off zone for
Goodwill. The improvements and video surveillance that the new location will
have should be a big improvement to what we have seen in the past. It was also
noted that the brickseaping and landscaping being done will be a very favorable
improvement to the property that is also the entranceway to North Olmsted. He
is happy to see Save-A-Lot in Ward 2 and is positive that many of the residents in
the area are happy to have a grocery store close to home again. He also welcomes
Goodwill into the area and looks forward to a lohg working relationship with both
entities. In committee, Councilman Barker made a motion to approve COMS08-
02, the Save-A-Lot/ Goodwill located at 23400 Lorain Road subject to all
recommendations of the various boards and commissions. The committee motion
was seconded by Council Member Dailey Jones and passed 3-0. Councilman
Barker moved to approve COMS08-02 the Save-A-Lot and Goodwill
development located at 23000 Lorain Rd as discussed in committee also including
all recommendations by the various boards and commissions. The motion was
seconded by Councilman Gareau and passed unanimously.
• COMS08-12, North Olmsted Auto Collection (Mercedes, Porsche, Saab) located
at 28300 Lorain Road. Representing North Olmsted Auto Collection were Mr.
Denver Brooker and Mr. Brendan Grady of Forum Architects. This proposal
consists of expanding the Mercedes and Porsche campus to include a Saab
dealership. The former Realty One building will be torn down to provide
inventory parking. The two remaining buildings will be renovated to
accommodate a Saab dealership and a service write-up building. The inventory
parking area behind Mercedes and Porsche will be extended and meet required
rear yard setbacks. Landscaping will be extended along Lorain Road and around
the new Saab buildings consistent with previously approved landscaping for
Mercedes and Porsche. A water quality landscape Swale is proposed for the front
of the service write-up building which will eliminate a curb cut. Stamped
concrete will be extended across the right of way in front of Saab, which is
consistent with previously approved stamped concrete. The wood fence will be
continued and heightened to 10 feet to provide more effective screening for the
abutting residential properties. A number of variances were granted for signage
7
