Council Minutes of 8/19/2008

being studied and that will take place will take care of that problem. Also with
the storm water retention system being shown for this project, he feels that there
will be no storm water infiltration into the sanitary system. He also feels with the
study that is being done that I & I in time will be non-existent in the future.
Traffic was another discussion, and the studies done and entered into the reports
show that with the additional 29 homes there would be no significant impact on
traffic flow. It was brought up that, if additional housing is added in the future on
Butternut Ridge, it may cause concerns but at this time it should not be an issue.
Residential comments were storm water issues and the infringement on the
Historical District. The entrance to the street and the Bradford home is in the
District but after 300 feet it was determined the rest of the development is not in
the Historical District. Councilman Orlowski, who represents the residents in this
area, had a few suggestions that he feels would help in having less impact on the
surrounding residents: a suggestion to possibly make the swale wall higher on the
eastern side of the Swale, and possibly making the Swale of concrete; look into the
aspect of having a bond from the homeowners association for the purpose of
maintenance and possible flooding due to the storm water retention system; the
possibility of moving the retention pond farther south; the suggestion of
mounding and fencing the entire eastern length of the properties backyards of the
new homes facing west. Committee member Gareau made a motion to hold
Biddulph Trail Development, located at 25747 Butternut Ridge Rd., in committee.
The motion was seconded by Councilman Barker and passed 3-0. It was also
suggested to start looking into the rezoning aspect so that Council will be able to
vote on both issues at the same time. The meeting ended at 9:02 p.m.
• Slam Jams proposal, 24108 Lorain Rd. Mr. Mike Dawes owner of Slam Jams and
Mr. John Crook from Carnegie Management were in attendance. This proposal
consists of a patio addition to the front of Slam Jams. The purpose of this patio is
for an area for the customers who smoke to have a place to go without having to
leave their food or drink inside. The patio will be outside of the main entrance.
There will be no outside access to this patio; you will only be able to enter it from
within Slam Jams. It was proposed to have a 3-%i foot decorative fence,
approximately six tall tables and chairs, eight planter containers, and three
cigarette receptacles. Noise was a concern by same residents who had attended
the Planning & Design Commission meeting, so the Commission also stated that
there would be no outside speakers. After brief discussion, a motion was made by
Councilman Barker to approve Slam Jams, 24108 Lorain Road, for the proposed
patio addition to the front of the area with all recommendations from the boards
and commissions and the recommendation from the BZD Committee that all
alcohol sales will be inside only. The committee motion was seconded by
Councilman Gareau, and passed 3-0. The meeting was adjourned at 9:15 p.m.
Councilman Barker moved that Council approve the Slam Jams proposal, located at
24108 Lorain Road, subject to all recommendations by the Planning & Design
Commission and also the BZD Committee recommendation that all alcohol sales be will
inside. The motion was seconded by Councilman Gareau and passed unanimously.
12
