Council Minutes of 8/19/2008 <br />Councilman Barker asked for a moment of personal privilege to thank the Fire Dept. and <br />the Safety Director, the Service Dept. and the Service Director, and the auxiliary police <br />officers all of whom participated or responded in an emergency during a storm on <br />Saturday, August 9, when a tree in his neighbor's yard fell and blocked the street. <br />Council Member Dailey Jones, chairperson of the Streets & Transportation Committee: <br />1) The committee met on Tuesday, August 12, at 9:17 p.m. Present were committee <br />members Jones, Mahoney, and Kearney; Council members Barker, Gareau and Orlowski; <br />Service Director Limpert; and guests. The committee met to discuss Resolution 2008-99, <br />a resolution. authorizing the Director of Public Service to solicit bids for the purchase of <br />eight thousand tons of rock salt for ice and snow removal. per specifications on file in his <br />office, and authorizing the Mayor to enter into a contract for said purchase subject to <br />approval by the Board of Control Mr. Limpert explained that the current contract for <br />rock salt has run out. Mrs. Jones remembered at one point this past winter we had to wait <br />for delivery and asked if that was because the rock salt company was late in delivering. <br />Mr. Limpert said that it was not the company's fault as the demand was so high for rock <br />salt that everyone was backed up. He pointed out that North Olmsted received rock salt <br />before a lot of other cities during that time. Mrs. Jones also asked if there was any <br />movement on regional cooperation of purchasing rock salt. Mr. Limpert shared that they <br />did. look into joining a consortium but that the pricing the consortium members were <br />receiving was not as good as the pricing that the city has received on its own. Mr. <br />Mahoney had asked if the contracts for both 2006 and 2007 were the same price, and Mr. <br />Limpert said that they were. Mr. Mahoney asked if the distribution of rock salt caused <br />I & I in the wastewater system; IVIr. Limpert assured him that they had studied that issue <br />and it did not. Mr. Limpert asked for an emergency clause to be added and for the <br />resolution to be passed on second reading, as it was being heard in committee. In <br />committee Mrs. Jones made a motion to amend Resolution 2008-99 to add the emergency <br />clause. Mr. Mahoney seconded the motion, and. it passed 3-0. In committee, Mrs. Jones <br />made a motion to recommend approval of Resolution 2008-99 as amended and to <br />suspend the rule requiring three readings as it has been heard in committee. Mr. Kearney <br />seconded the motion and it passed 3-0. The meeting ended at 9:22 p.m. <br />Council Member Dailey Jones made a motion to amend Resolution 2008-99 to add the <br />emergency clause. The motion was seconded by Councilman Mahoney and passed. <br />unanimously. Resolution No. 2008-99 is amended. <br />2) Mrs. Jones announced that a tenant selection and fair housing meeting on will be held <br />on Thursday, August 28. This is being sponsored by the city of North Olrnsted's Fair <br />Housing Review Board and the Housing Research and Advocacy Center in Cuyahoga <br />County. The meeting is at the Community Cabin and begins at 6:30 p.m. Anyone who is <br />interested in the subject is welcome to attend. The reasons stated for attending are to <br />improve rental property management knowledge and skills and learn how to prevent fair <br />housing complaints. Another topic to be covered is how to correctly screen. applicants so <br />that you will have good, responsible tenants.
