It would also include any other benefits that <br />might be required as just outlined. In committee, Councilman Barker made a <br />motion to recommend approval, the motion was seconded by Councilman <br />Kearney, and it passed by a vote of 2-l. Councilman Gareau made a motion to <br />amend Ordinance 20Q8-94 as outlined. The motion was seconded by Councilman <br />Barker. Roll call: Gareau, no; Barker, yes; Ryan, no; Jones, yes; Orlowski, yes; <br />Mahoney, yes; Kearney, yes. The motion to amend passed with five yes votes <br />and two no votes. Ordinance No. 2008-94 is amended. <br />• Ordinance 2008-95, an ordinance amending Section 8 of Ordinance No. 2002-103 <br />which, inter olio, established fees and charges for emergency medical services <br />rendered by the North Olmsted Fire Department as previously amended by <br />Ordinance No. 2002-154 in order to provide for those revenues received for <br />services rendered to non-residents to be paid into the General Fund. This was <br />previously discussed at a prior time. The Law Director has indicated that our <br />bond counsel, Mr. Larson, will be getting back to us with an opinion on how that <br />should be amended to make sure we are following the appropriate procedure. In <br />committee, Councilman Gareau made a motion to hold the legislation, the motion <br />was seconded by Councilman Kearney, and it passed 3-0. The legislation will be <br />held in committee until the legal analysis is received from bond counsel. <br />• Ordinance 2008-104, an ordinance amending the organizational chart of the <br />WWTP section of the division of Public Works in the Department of Public <br />Service in order to deliver services from the said division in a more efficient and <br />economical manner. Service Director Limpert explained that the city had been <br />following an organizational chart for the past 30 years which, in fact, probably <br />doesn't really exist. The changes were made through pay ordinances over the <br />course of the years, but the organizational chart has never actually been amended. <br />As a result, we have a great number of positions that are either antiquated or have <br />been simply left unfilled for a number of years. This ordinance will bring us <br />forward consistent with the ATS recommendation for our WWTP facility and will <br />create a new organizational chart. The committee was concerned and had <br />questions since what did not exist was being amended and we were moving <br />forward to something new. They felt more information was needed for a better <br />understanding of what was taking place. Service Director Limpert indicated he <br />would provide that information. The committee also requested the concurrent pay <br />range-what was going to happen with the pay ordinance for all the newly titled <br />positions. The Service Director indicated that information would be forthcoming. <br />(The pay ordinance is on this evening's agenda.) The committee, with a motion <br />by Councilman Gareau and seconded by Councilman Barker, voted 3-0 to hold <br />the legislation in committee until the information was provided.. <br />• Ordinance 2008-105, an ordinance amending Section 167.021 of Chapter 167 of <br />the Administrative Code entitled "Department of Human Resources" for the <br />purpose of creating a second employment special position in the Department of <br />Human Resources and declaring an emergency.
