Unfortunately, FTA has not been. <br />LEGISLATION <br />Ordinance No. 2008-62 introduced by Councilman Orlowski was given its third reading. <br />An ordinance creating new Chapter 561 of the General Offenses Code, entitled "Criminal <br />Activity Nuisances," in order to provide for the abatement of public nuisances and the <br />recovery of city response casts incurred as the result of the multiple recurrence of such <br />nuisance activities on residential property located in the City of North Olmsted and <br />declaring an emergency as amended. Councilman Orlowski moved for adoption. The <br />motion was seconded by Councilman Ryan and passed unanimously. Ordinance No. <br />2008-62 adopted. <br />Ordinance No. 2008-85 introduced by Mayor O'Grady was given its third reading. An <br />ordinance amending Section 179.04 of Chapter 179 (Department of Planning) of the city <br />Administrative Code in order to provide for the secretary to the Director of Planning to <br />perform secretarial services for the office of the Mayor when the tatter's authorized <br />secretarial position is vacant and declaring an emergency. Councilman Gareau moved <br />for adoption, and the motion was seconded by Councilman Barker. Roll call: Gareau, <br />yes; Barker, yes; Kearney, no; Mahoney, yes; Orlowski, no; Jones, yes; Ryan, yes, with <br />comment. It deeply concerns him that this is a piecemeal approach to a problem which <br />he thinks the administration is struggling to address. You hate to see individual positions <br />being done this way and hopes we don't go down this path where we're going to address <br />every position like this. But he will vote yes at this time. The motion passed with five <br />yes votes and two no votes. Ordinance No. 2008-85 adopted. <br />Mayor O'Grady commented that it is not a piecemeal approach. He felt it important to <br />set the example. As he asks other divisions and departments to sacrifice, he needed to set <br />the example. Thanks to Mr. Ryan and others for their support. We must change and <br />become smaller and more efficient or we will not survive. <br />Ordinance No. 2008-72 introduced by Councilmen Barker and Mahoney was given its <br />second reading. An ordinance amending Section 1117.05 of the Zoning Code in order to <br />more effectively comport with Fourth Amendment Constitutional requirements. <br />Ordinance No. 2008-73 introduced by Councilmen Barker and Mahoney was given its <br />second reading. An ordinance amending Section 1331.13 of the Building Code in order <br />to more effectively comport with Fourth Amendment Constitutional requirements. <br />Resolution No. 2008-91 introduced by Mayor O'Grady was given its second reading. A <br />resolution authorizing the Mayor to enter into atwo-year contract with Thomson-West <br />for the purpose of providing Westiaw online legal research services for the city Law <br />Department and declaring an emergency as amended. Councilman Gareau moved for <br />suspension of the rule requiring three readings and noted it had been reviewed in <br />committee.
