Council Minutes of 8/5/2008 <br />16) The Fire Dept. successfully re-certified all members of the department with the State <br />of Ohio EMS Division. Beginning in 2010, the state certification process will require <br />continuing education units or credits which will be met through internal and external <br />training programs. Certification is for both fire fighting and fire suppression. <br />17) The Fire Dept. is currently working on the advanced cardiac life support (ACES) <br />certification. Under direction of the EMS medical doctor, all EMT/Pazamedies must pass <br />a 10-part test and then take a practical exam under the guidance of a physician. The <br />certification process for this will be completed in October. <br />18) An ad will appear in the Homecoming program explaining the new property <br />maintenance initiative. It will encourage homeowners to take a critical Look at their <br />properties, and it explains some common problem areas that result in complaints. <br />19) In an effort to increase communication with the populace and Community Policing <br />and to reduce fuel consumption, the dice bike patrol is being expanded. Five officers <br />and one Sgt. recently completed an additional five-day Urban Mountain Training at Tri- <br />C. The course includes segments on defensive tactics, fire arms, endurance, and legal <br />issues. Bike patrolman for this year are Rob Drake and Manny Roman. <br />20) The Cuyahoga County Emergency Communications System provided the Police <br />Dept. with a new geographic positioning system (GPS), which is tied into our central <br />computer. Using the GPS locators in each patrol car, central dispatch can have areal-time <br />view of where each vehicle is located. Additionally, the system allows the department to <br />program criminal and nuisance activity onto the map in order to identify potential hot <br />spots in the city. We are the only west side suburb to have GPS installed and are proud to <br />be leading the way. <br />21) ODOT informed us this past Monday that the I-480 sound barrier project is running <br />behind schedule due to material problems. We expect completion by the end of October. <br />22) Concrete on the south side of Lorain Road at Steams is now complete, and much of <br />the concrete on the north side is in place. Next week, we expect the entrance to Pheasant <br />Walk to be closed for several days and residents will be asked to use the Woodpath entry. <br />23) Second phase of the Steams Rd. pmject from north of I-480 through or past Cook <br />Road had its kick-off meeting for residents on June 25 at the Westside Irish American <br />Club. He attended along with the Service Dir. and Councilwoman Jones. The project <br />will have three steps. Currently the area closest to us near I-4$0 is scheduled to be the <br />last step. We are debating with the County Engineer and the contractor as to the reason <br />and logic behind that and encouraging them to move us up to the front. <br />24) The old NOMBL fuel tank has been removed from the front of our Service Garage <br />and the Service Dept. is completing the paving over the tank site. <br />25) Pavement marking has begun, and we have upgraded to a better quality paint with the <br />expectation of longer life and better visibility. <br />26) There are four Charter amendment issues added to the agenda today on second <br />reading. In some cases these changes will ask Council to yield authority to the President <br />of Council or administration. Despite this, he asks all Council members to focus on the <br />benefit to our citizens and the benefit to the city versus personal power. The true basis <br />for our system of government is not just three separate branches, but three sepazate but <br />equal branches of government. Asks for consideration as the administration feels they <br />are very important for the welfare of our government and efficiency of our city. <br />3 <br />~,.~ arr u <br />
