Council Minutes of 8/5/2008 <br />.~ - <br />t, ~,i <br />and, if three or even four members of Council rejected that person, that person <br />would still be appointed. Ordinance 2008-83 was passed unanimously by the <br />Commission with a vote of 6-0 recommending approval. Ordinance 2008-84 was <br />not recommended and the Commission minutes of June 11, 2008 indicate it was <br />not recommended. <br />2) The Intro-Governmental Relations Committee discussed the Charter amendments: <br />• Ordinance 2008-69. A committee motion was made by Mr. Ryan recommending <br />passage of the legislation to be placed on the ballot. The motion was seconded by <br />Mr. Gareau. The vote was: Ryan, no; Gareau, yes; Orlowski, no. The vote to <br />recommend failed 2-1. The ordinance was not recommended by committee. <br />Ordinance 2008-69 had to do with the declassification of the Fire Chief. <br />• Ordinance. 2008-70, changing the powers and duties of the Council President. <br />Discussion centered around the President of Council being able to set without <br />vote of Council the placement of members as chairmen of committees and also to <br />set dates and things of that nature. Committee motion was made by Mr. Ryan to <br />recommend passage of Ordinance 2008-70, and the motion was seconded by Mr. <br />Orlowski. Vote: Ryan, no; Orlowski, no; Gareau, no. Ordinance 2~8-70 was <br />not recommended by committee. <br />• Ordinance 2008-83. Before discussion, a motion was made to change what had <br />been proposed by the Charter Review Commission. Mr. Ryan made a motion <br />that, within the body of the legislation it would read, "Each mayoral appointment <br />of the head of a department shall be subject to the consent and approval of <br />Council which may disapprove such an appointment only by a vote of not less <br />than two-thirds vote of its members." That becomes consistent with every time <br />the Mayor would appoint a department head, Council would have the ability to <br />reject that appointment. Even if the Mayor decides to remove someone, it still <br />would come once again in front of Council. The motion was seconded by Mr. <br />Gareau. Vote: Ryan, yes; Gareau, yes; Orlowski, yes. The committee discussed <br />the legislation with the suggested amendment. Mr. Ryan made a committee <br />motion to recommend passage of the legislation to Council. Motion seconded by <br />Mr. Gareau. Vote: Ryan, no; Gareau, no; Orlowski, no. The ordinance was not <br />recommended by committee. <br />• Ordinance 2008-84, reorganization of the appointment of directors to give the <br />Mayor the ability as chief administrator of the city to move around and decide if <br />he wishes to combine or separate, whatever things he needs to accomplish within <br />the city. The Mayor gave a great explanation of what he wanted to do. Council <br />expressed concern that they did not know if they wanted to take that giant step <br />and great concern with the path as this is a very extreme change. Charter Review <br />Commission can consider things at any time. So, if we want to come back again <br />next year, it can be decided again. Concerns were based on the nature of the <br />change and also the financial future the city is facing at this time. Committee <br />motion by Mr. Ryan to recommend passage of Ordinance 2008-84; second by Mr. <br />Orlowski. Vote: Ryan, no; Orlowski, no; Gareau, no. The ordinance was not <br />recommended by committee. <br />8 <br />
