Council Minutes of 6/17/2008 <br />Finance Director Copfer: 1) She met with the tax code compliance consultant who was <br />hired to review our local tax code for compliance with the state mandated code changes <br />and for suggestions to improve our code. He expects to issue a report sometime in <br />August which will be submitted to Council for discussion and approval. <br />2) Along with the Safety Director and Fire Chief, she met with an EMS billing company <br />as part of the evaluation of our current billing company. The new billing company has <br />the added benefit of being the same billing company for all the other Westshore suburbs <br />and appears to meet the technological qualifications. They are H1PPA compliant with <br />their transmission of data, and their price is attractive. The evaluation will be completed <br />over the next six to eight weeks in the hope of making a move to a more automated <br />process. <br />3) She and the Assistant Finance Director have been busy completing the CAFR for its <br />June 30 deadline. The auditors have been here for a little over a week and expect to be <br />done with field work sometime next week. <br />Councilman Ryan requested that financial reports be made available while Council is on <br />vacation as there is concern about how the city is doing financially. Mrs. Copfer said that <br />the department is trying to finish the annual financial report and then May will be closed. <br />She hopes to get the June information to Council before the first meeting in August. <br />Councilman Barker, member of the Finance Committee, reported for chairperson Gateau: <br />1) The Finance Committee met on Wednesday, June 11, at 6:15 p.m. Present were <br />committee members Gateau, Barker and Kearney; Council Members Mahoney and <br />Orlowski; Planning Director Wenger. The committee discussed Ordinance 2008-85, an <br />ordinance amending section 179.04 of Chapter 179 (Department of Planning) of the city <br />Administrative Code in order to provide for the secretary to the Director of Planning to <br />perform secretarial services for the office of the Mayor when the tatter's authorized <br />secretarial position is vacant. Ms. Wenger advised the reasons for doing this would be to <br />save money if the mayor's secretary position wasn't filled or to provide for the occasions <br />when one of the two secretaries is absent. At this time, there are no plans to do away <br />with a position; but, if that should happen in the future, the groundwork is laid out to <br />share the position with both offices. To officially do this, the code has to be amended so <br />it states that the Planning Director's secretary can also perform separate duties for the <br />Mayor's office. Section 179.04, Secretary to the Director of Planning, would read as <br />follows: "There is hereby created the full-time position of Secretary to the Director of <br />Planning, which shall be appointed by and be answerable to the Director of Planning. The <br />Secretary to the Director of Planning shall have the qualifications of a Secretary I, and <br />shall perform the duties of a Secretary I as required by the Director of Planning. In <br />addition, when the Secretary position in the office of the Mayor is vacant, the <br />Secretary to the Director of l~'lanning shall perform secretarial duties far the o#~"ice <br />of the Mayor as directed by the Mayor and the Director of Planning." After a brief <br />discussion by the committee, Chairman Gateau made a motion to recommend Ordinance <br />2008-85. The committee motion was seconded by Mr. Barker, and the vote was 2 to 1 <br />for approval. With no other business before the Finance Committee, the meeting was <br />adjourned at 6:30 p.m. <br />4 <br /> <br />
