<br />Council Minutes of 6/17/2008 <br />,,~_~ <br />With regard to Mr. Lambert's comments about the tall grass on Great Northern Blvd., <br />Service Director Limpert said that is the responsibility of ODOT. He will contact ODOT. <br />LEGISLATION <br />Ordinance No. 2008-82 introduced by Mayor O'Grady was given its third reading. An <br />ordinance amending Sections 1701.01, 1741.04, 1?01.10, and 1701.13 of Chapter 1701 <br />(Fire Code) of the Fire Prevention Code in order to incorporate changes in the Ohio Fire <br />Code, specifically for certification of fire safety inspectors and contractors, and to add <br />fees for fire safety inspections. Councilman Barker moved for adoption. The motion was <br />seconded by Councilman Mahoney and passed unanimously. Ordinance Nv. 2008-82 <br />adopted. <br />Ordinance No. 2008-62 introduced by Councilman Orlowski was given its second <br />reading. An ordinance creating new Chapter 561 of the General Offenses Code, entitled <br />"Criminal Activity Nuisances, " in order to provide for the abatement of public nuisances <br />and the recovery of city response costs incurred as the result of the multiple recurrence of <br />such nuisance activities on residential property located in the City of North Olmsted and <br />declaring an emergency as amended. <br />Ordinance No. 2008-85 introduced by Mayor O'Grady was given its second reading. An <br />ordinance amending Section 179.04 of Chapter 179 (Department of Planning) of the city <br />Administrative Code in order to provide for the secretary to the Director of Planning to <br />perform secretarial services for the office of the Mayor when the Tatter's authorized <br />secretarial position is vacant. Councilman Barker moved for suspension of the rule <br />requiring three readings, and the motion was seconded by Councilman Kearney. Roll <br />call: Barker, yes; Kearney, yes; Mahoney, yes; Ryan, no; Janes, yes; Orlowski, no. The <br />motion failed with four yes votes acid two no votes as it required atwo-thirds majority for <br />passage. Law Director Dubelko noted the reading of the legislation title was correct as <br />written, but it should contain the words "and declaring an emergency" as there is an <br />emergency clause in the legislation. <br />Resolution No. 2008-89 was introduced and placed on first reading by Council Member <br />Dailey Jones on behalf of herself and Councilmen Barker, Orlowski, Kearney and <br />Mahoney. A resolution urging the National Credit Union Administration, the Federal <br />Reserve Board, and the Office of Thrift Supervision to adopt the reforms proposed for the <br />Federal Trade Commission Act, Truth in Savings Act, and Truth in Lending Act to <br />protect consumers from unfair and abusive practices by the credit card industry and <br />declaring an emergency. Council Member Dailey Jones moved for suspension of the <br />rules requiring three readings and committee review due to the fact that the comment <br />period ends August 4 and Council is on vacation during the month of July. The motion <br />was seconded by Councilman Ryan and passed unanimously. Council Member Dailey <br />Jones moved for adoption. The motion was seconded by Councilman Barker. Roll call: <br />Jones, yes; Barker, yes; Kearney, yes; Ryan, yes commenting it was a difficult vote for <br />him. As chairman of the infra-Governmental Relations Committee, it troubles him as <br />many times he sees resolutions that come through that he agrees with and is emotionally <br /> <br />
