..,.
Council Minutes of 6/17/2008
.~ ~,
tied to. An excellent point was made tonight about Council's responsibility. Council is
voted in to consider how to run the city, haw to handle the budget. The resolutions
brought up point out certain areas that morally, objectively and philosophically there is
strong reason why Council might want to go forward. It's a very difficult decision. He
doesn't think anyone takes it lightly. It's a very serious matter, but he agrees with Mr.
DeBrodt that Council was not voted in to do that. That's always the conflict, but on this
one he will vote yes. Roll call continued: Orlowski, yes; Mahoney, yes. The motion
passed unanimously. Resolution No. 2008-89 adopted.
Resolution No. 2008-90 was introduced and placed on first reading by Mayor O'Grady.
A resolution authorizing the Mayor to enter into a contract with Mattel, Inc. granting a
license to the latter to design, manufacture, market and sell to the public Hot Wheels toy
replicas of North Olmsted Police and Fire Department vehicles. Councilman Barker
moved for suspension of the rules requiring three readings and committee review noting
the legislation was discussed in caucus, and the motion was seconded by Councilman
Mahoney. Roll call: Barker, yes; Mahoney, yes; Orlowski, yes; Kearney, yes; Ryan, no;
Jones, yes. The motion passed with five yes votes and one no vote. Dennis Lambert,
25057 Carey Lane asked if there was anything in the legislation that authorizes the Mayor
to enter into an agreement with Mattel to run a recreation center? The answer was no.
Councilman Ryan commented that he felt strongly that he would like to take this into the
Intro-Governmental Relations Committee. There are certain parts about it that trouble
him because the city is giving away a licensing agreement for our city, our reputation,
who we are. We might be taking this a little too lightly. That is why he voted no, but he
respects that the majority wants to go forward. He would hope this is reconsidered as it
is something he does not think has been done before. We've given a licensing agreement
to a large corporation to use the city of North Olmsted, the Police Dept., the Fire Dept.
Councilman Barker moved for adoption, and the motion was seconded by Councilman
Mahoney. Roll call: Barker, yes; Mahoney, yes with comment regarding Mr. Ryan's
thoughts on the issue. He has seen other cities do this. He believes the city of
Beachwood had a similar program. He has seen the city of Beachwood little model cars,
and they're neat. From what he understands, they were a hit with the elementary school
ages in the city. He thinks it fosters a good outlook on law enforcement. His vote is yes.
Roll call continued: Ryan, no with comment that he certainly respects Mr. Mahoney's
comments and agrees with them in a respect. Yes, it may be a good tool, but he is not
addressing the specific tool. He is addressing the fact that the city of North Olmsted and
Council is going through this on first reading with no consideration. That is his point-.
He's glad to see that it is a three year contract, so it will be reconsidered. Roil call
continued: Orlowski, yes; Jones, yes; Kearney, yes. The motion passed with five yes
votes and on no vote. Resolution No. 2008-90 adopted.
Resolution No. 2008-91 was introduced and placed on first reading by Mayor O'Grady.
A resolution authorizing the Mayor to enter into atwo-year contract with Thomson-West
for the purpose of providing Westlaw online legal research services for the city Law
Department.
9
