Council Minutes of 6/3/2008 <br />together, and they weren't supposed to be and that was his mistake. His concern was to <br />bring this issue out. <br />Mayor O'Grady commented, as previously stated for the record, there is no intent on the <br />part of this administration to recommend to Council any change in the current system <br />with regard to the 2% credit on income tax. That is not being considered. <br />3) Don DeBrodt, 23141 Stoneybrook, said he did not believe the Charter requires the <br />Mayor to attend City Council meetings. As he recalls, the language says he may attend <br />meetings. He doesn't remember any mention of the other two elected directors with any <br />requirement whatsoever. Thinks it's a little strange that Council would be more stringent <br />with appointed directors than with the Mayor and elected directors. <br />LEGISLATION <br />Ordinance No. 2008-19 introduced by council Members Ryan and Orlowski was given its <br />third reading. An ordinance amending Section 505.08 of Chapter 505 of the General <br />Offenses Code entitled "Animals and Fowl," in order to restrict the number of dogs that <br />may be kept on residential lots in the city, as amended. Councilman Ryan moved for <br />adoption, and the motion was seconded by Councilman Orlowski. Roll call: Ryan, yes, <br />Orlowski, yes; Mahoney, no; Gareau, no; Jones, no; Barker, no. The motion failed with <br />four no votes and two yes votes. Ordinance No. 2008-19 not adopted. <br />Ordinance No. 2008-67 introduced by Mayor O'Grady was given its third reading. An <br />ordinance repealing Ordinance No. 2003-25, codified at Sections 139.12 and 141.08 of <br />the North Olmsted Codified Ordinances, which requires the Directors of Public Safety <br />and Public Service to attend all regular meetings of the City Council. Councilman <br />Gareau moved for adoption, and the motion was seconded by Councilman Ryan. Roll <br />call: Gareau, no; Ryan, no; Jones, no with comment that she believes Council should <br />retain the right to require directors to attend meetings. But she also thinks that Council <br />should look at this ordinance so as to ensure that communication between these two <br />bodies of government is strengthened regarding this matter. Roll call continued: <br />Orlowski, no; Barker, no; Mahoney, no with comment that he echoes the sentiments of <br />Ms. Dailey Jones. He will look into introducing legislation that would provide a clause <br />to permit the excused absence of the Safety and Service Directors and may look into <br />introducing legislation that would require the other directors to attend as well with the <br />same excused absence provision. The motion failed with six no votes. Ordinance No. <br />2008-67 not adopted. <br />Ordinance No. 2008-68 introduced by Mayor O'Grady was given its third reading. An <br />ordinance repealing Section 141.09 of the North Olmsted Codified Ordinances, which <br />established an administrative motor vehicle pool to determine and allocate the use of city <br />vehicles assigned to the Mayor and the Directors. Councilman Ryan moved for adoption, <br />and the motion was seconded by Councilman Gareau. The motion failed unanimously. <br />Ordinance No. 2008-68 not adopted. <br />13 <br /> <br />
