} <br />Council Minutes of 6/3/2008 <br />Ordinance No. 2008-85 was introduced and placed on first reading by Mayor O'Grady. <br />An ordinance amending Section 179.04 of Chapter 179 (Department of Planning) of the <br />city Administrative Code in order to provide for the secretary to the Director of Planning <br />to perform secretarial services for the office of the Mayor when the Tatter's authorized <br />secretarial position is vacant. <br />Resolution No. 2008-86 was introduced and placed on first reading by Mayor O'Grady. <br />A resolution authorizing the Mayor to enter into a contract with Nozzle New Inc. in order <br />to provide for the removal of the abandoned underground storage tank at the site of the <br />former NOMBL bus gazage, and declaring an emergency. Council Member Jones moved <br />for suspension of the rules requiring three readings and committee review noting the <br />legislation had been thoroughly discussed during caucus. The motion was seconded by <br />Councilman Ryan and passed unanimously. Dennis Lambert, 25057 Carey Lane, said he <br />believed this is a diesel tank and heard Mr. Limpert state it was in good shape. In this <br />time with an energy crisis we have going on, even though this tank may not be used and <br />even though the law requires the tank to be either used or pulled out within six months, <br />anybody could dump a gallon of diesel oil in there and pull it back out and it's been used. <br />Has anybody thought we may want to go into biofuels? Has anybody considered we <br />might want to pick up vegetable oil around the restaurants and start converting it for <br />diesel use in our trucks and maybe this tank might be good for that? He is suggesting <br />Council take a look at alternative uses. It's not abandoned; it's an unused tank right now. <br />It belongs to the community, and he would highly suggest before getting rid of a tank that <br />may be of use later on, especially with the cost of energy going up and the cost of <br />running city trucks, Council may want to consider taking a look at alternative uses before <br />Council authorizes somebody to pull that tank out of the ground. Council Member Jones <br />asked the Mayor if the tank was in land that the city has sold or is trying to sell, and the <br />Mayor answered no. We are just required under law to remove it. Councilman Gazeau <br />inquired as to the scrap value of the tank. Service Director Limpert said the company <br />that is removing it will haul it away. This tank was used by the bus line, and it is not <br />hooked up to our computer system. If we were going to convert it to start using it again <br />for something, we would have to do some upgrades to have it work within our system. In <br />addition, we are not in the fuel futures market. We'll guess wrong. Although it's past <br />when we should leave it in the ground, it's in good shape, but for how much longer? <br />Should he bring it forward it in 2009, 2010, or should he wait until it's leaking and we <br />could have tens of thousands of dollars of soil removal because it has gotten that had? <br />That's why we'd like to get rid of it and come in compliance with the law. Mr. Lambert: <br />said the city of Seven Hills has started drilling gas wells and using natural gas to run their <br />city hall and recreation center. That city has become innovative. He is just asking that it <br />not be done on emergency but rather taken into committee to consider the alternatives. <br />Councilman Barker inquired as to the age of the tank. Service Director Limpert said he <br />believed it went in when these buildings were built in 1983. He does not believe it's been <br />upgraded since then. Jerome Barrett, 24125 Lebern Drive, said his previous employer <br />had to have leak detection equipment tied into any underground storage tank. If you're <br />not using it and you have to upgrade software and possibly upgrade equipment, it would <br />be his opinion why would you want to keep a tank in the ground and have to maintain <br />leak detection and other things.
