~~ <br />Council Minutes of 6/3!2008 <br />7) The city received nine bids for the library improvement project. Details will follow as <br />bids are analyzed. <br />8) The Police Dept. assisted the Federal Bureau of Investigation with a drug interdiction <br />this past Thursday morning. Rex, our K-9 officer, found 25 kilos of cocaine and 1 kilo of <br />heroine despite the fact that these were very sophisticatedly packed to avoid detection. <br />The person who was detained in this arrest is someone who had been under surveillance <br />for some time and had just recently moved to North Olmsted. <br />9) Two grievances that had been filed by the Fraternal Order of Police over issues related <br />to shazed costs in the new employee health care plan were withdrawn. <br />10) Real property maintenance inspections have moved into high geaz with inspectors <br />going house to house within their respective territories. Phil Walters is assigned to <br />Wards III and IV, and Bill Minek has I and II. Houses in II and N are targeted for this <br />year. We have received no complaints as of this date regarding the inspections. <br />11) The house owned by Walters Dentistry at their new site has been purchased by Tri-C <br />and is the subject of a live burn this coming weekend. North Olmsted fire fighters are <br />going to be joined by fire fighters from surrounding communities to participate in this <br />training led by Tri-C. Asbestos removal and demolition are being handled by Tri-C. <br />12) Legislation passed in 2003 authorized the Fire Dept. to bill commercial properties for <br />false alarms. Letters advising property owners of the first alarm are being sent this week. <br />Response to the first alarm is free, and response to a second false alarm will be billed at <br />the rate of $500. Over a six week test period conducted eazlier this spring, 17 false <br />alarms were recorded, and 2 properties had a second alarm. <br />13) Planning has begun for atwo-day disaster preparedness tabletop exercise in <br />September. The purpose is to ensure the training room at Fire Station 2 is fully <br />operational and that North Olmsted safety forces can work in tandem during a possible <br />crisis. A facilitator will lead the exercise. <br />14) Patch work has begun on Dover Center Road, and the administration continues to <br />work with all potential partners to gain the needed funding to properly repair that road <br />next year. <br />15) West sidewalks are being completed on Stearns Road and pavement is being placed <br />on the Lorain Road intersection at the north side of that project. South side of Lorain <br />Road at the intersection of Stearns will be complete by this month's end and then we <br />expect work to transition over to the north side. <br />16) Today the City Engineer and Service Director attended a meeting in Westlake <br />regarding the water feasibility study that we are jointly conducting with Westlake. <br />17) Legislation on third reading: As mentioned at last Council meeting, he is requesting <br />that Council reconsider Ordinances 2008-67 and 2008-68. Passage of these pieces of <br />legislation represent a rollback of some of the laws that, while perhaps well intentioned at <br />the time, have proven to be ill-advised and unwieldy. This legislation will allow his <br />administration to operate both lawfully and more efficiently. Regazdng Ord. 2008-67, <br />comments made during the committee meeting indicated that members of Council <br />appreciate the presence of directors at Council meetings. Under the present legislation, <br />only the Service Director and Safety Director are required to attend. Additionally, there <br />is no provision in this legislation for anyone to excuse the attendance of those two <br />directors. If the directors miss a Council meeting, they are in violation of the law. He is <br />certain this was not intended when the legislation was passed but this is the reality of the <br />3 <br /> <br />
