Council Minutes of 5/20/2008 <br /> <br />Stein and Mr. Chris Whetmore both suggested that City Council and Rec <br />Commission need to get in touch with the principals and get them on board to let <br />the city get in there during the afternoons while school is still in session so the <br />Spruce baseball diamond can get into shape. He has drafted a letter to the <br />principals at Spruce and Birch to address the issue and await their response. The <br />bottom line is it's too late in the season to do something this year as it pertains to <br />the baseball diamond conditions. But next year, we will be able to address this <br />situation. He publicly acknowledged Mr. Gareau for bringing this to the <br />committee's attention. <br />• As it pertains to Springvale maintenance issues, Marty Young and CLS Director <br />Dailey addressed the current fiscal conditions and trends going from year to year <br />as it pertains to the amount of golf holes that are reserved each year and <br />Springvale Ballroom as to how many events are planned each year, noting an <br />upgrade trend for reservations at the Ballroom. Ms. Nicole Dailey Jones <br />recommended that Mr. Young contact the North Olmsted Garden Club regarding <br />possible landscaping improvement projects to the exterior of Springvale. Mr. <br />Ryan expressed some thoughts and concerns regarding the sand traps and <br />bunkers. President Kennedy asked that Springvale advertise to churches more <br />and expressed some concern regarding pond algae and need for aerators at certain <br />locations. Mr. Young indicated he would look into the cost of aerators and <br />concerns expressed by Ms. Jones and Mr. Ryan and report back. At the next <br />Recreation Committee, Mr. Young will be asked to report back as to the <br />comments and concerns of Council. <br />LETTERS & COMM~~iIC~,~~~NS <br />"Dear Council Persons, The changes in the property ordinance due at a council vote soon <br />does not address the issue of repeat offenders. Some language was suggested to get the <br />repeat offenders attention. Instead, the language changes direct the fines at everyone. <br />Everyone shouldn't be punished for the inaction of a very few. Another shortcoming is <br />the ability to pay the fine at a reasonable time. The building department hours of <br />operation should be part of the equation to pay fines. The inspection times should be set <br />to reasonable hours, such as, when the building department is open to facilitate inquiries <br />about inspections. I don't agree with the sections that allows for commercial property to <br />have grass two inches higher than residential property before a violation is declared. I <br />urge you to either hold this ordinance until these issues are corrected ar vote against this <br />ordinance as too punitive to the property owners of North Olmsted, incomplete in the <br />intended goals, too disparate in the treatment of the classes of property owners, and in <br />need of reasonableness in the times of operation of the inspections and availability of <br />questions on violations and inspections being handled at the building department.
