Council Minutes of 5/20/2008 <br />Councilman Kearney, chairperson of the Public Safety, Health & Welfaze Committee: 1) <br />Committee met on Wednesday, May 14. Present were committee members Orlowski, <br />Kearney and Mahoney; Councilmen Ryan, Barker, Jones and Gazeau; the Law Director <br />and Service Director. Two ordinances were discussed: <br />• Ordinance 2008-62 was held in committee and will be reported on at a later date. <br />• Ordinance 2008-19, an ordinance amending Section 505.08 of Chapter 505 of the <br />General Offenses Code entitled "Animals and Fowl" in order to restrict the <br />number of dogs that may be kept on residential lots in the city as amended. Pros <br />and cons were discussed. The committee voted 3-0 to recommend passage. <br />Councilman Kearney made a motion to amend Ordinance 2008-19 in the form as <br />distributed to Council tonight. Second by Councilman Ryan. Roll call: Kearney, <br />yes; Ryan, yes; Jones, yes; Gazeau, no; Barker, yes; Mahoney, yes; Orlowski, yes. <br />The motion passed with 6 yes votes and 1 no vote. Ordinance No. 2008-19 <br />amended. <br />Councilman Mahoney, chairperson of the Recreation, Public Pazks & Buildings <br />Committee: 1) The Recreation, Public Parks & Buildings Committee met on May 13, <br />2008 at 7 p.m. Present were committee members Mahoney, Dailey Jones and Ryan; <br />Council President Kennedy; Councilmen Bazker, Orlowski, Gazeau and Kearney; <br />Community Life Services Director Dailey, Recreation Commissioner DiSalvo; Mr. Ron <br />Tallon Jr. and Mr. Bob Finch from the Hot Stove Baseball League; from the Recreation <br />Dept., Mr. Chris Whetmore and Mr. Tom Stein; high school baseball coach Murphy; <br />Marty Young from Springvale. The topics for discussion were the condition of the <br />school baseball fields in the spring and the Springvale maintenance and advertising issues <br />raised during the budget meetings. <br />• Two ball diamonds at Birch and Spruce School were discussed. The Hot Stove <br />League starts using these fields for practices azound April 15, and the season <br />begins May 17. Hot Stove is typically the first an the fields in the spring and the <br />last teams to use the fields at the end of summer. After June 9, approximately, the <br />schools no longer use the diamonds or the fields as school is let out for the <br />summer. It was noted by Mr. Ron Tallon Jr. that Birch usually does not cause <br />much concern during the spring because few years ago Hot Stove League invested <br />approximately $14,000 for a new grass infield and hence mowing the grass and <br />maintaining the lines is really only maintenance needed. However, year in and <br />year out the diamond at Spruce School is an issue primarily due to fact it is all <br />dirt. Hot Stove in the past had hired Legacy Landscaping to get the field <br />playable-dragging field, weeding, cutting grass, etc. Legacy would do work on <br />weekends and evenings to not interfere with school operations during the day. <br />The discussion was the city and schools do little to nothing to maintain these <br />fields at Spruce and Birch. Mr. Tallon and Mr. Finch from Hot Stove indicated <br />there was a definite need to get on the fields early in the season so they can be <br />usable and playable as soon as possible.
