Council Minutes of 5/20/2008 <br />that additional information is needed to accurately establish the costs associated with the <br />sewer rate increases for Fairview Park and Olmsted Township. An earlier conversation <br />with the Finance Director presented similar information. The Service Director stated that <br />the meeting with ATS Engineers, the administration, and a representative from the Ohio <br />EPA was a preliminary meeting to establish the format for water treatment standards <br />established by the EPA. WWTP odors were briefly discussed. As the Ward IV <br />Councilman where the WWTP is located, he wishes to be notified of future meetings <br />with the EPA and/or ATS Engineers regarding any discussions of the WWTP expansion <br />or rehabilitation for compliance with EPA water quality standards. He plans to readdress <br />these issues in the future. <br />Council Member Dailey Jones, chairperson of the Streets & Transportation Committee: <br />1) The Streets & Transportation Committee met on Tuesday, May 13, at 7:47 p.m. <br />Present were committee members Mahoney, Kearney, and Jones; Council President <br />Kennedy; Council Members Gareau, Barker and Orlowski; Service Director Limpert, <br />City Engineer Collins; guests. Agenda items: <br />• Resolution 2008-63, a resolution authorizing the Director of Public Service to <br />advertise for bids for the award of a contract to provide new pavement markings <br />to various streets at various locations in the city, as detailed in the specification on <br />file in the Engineering Department, and authorizing the Mayor, following <br />approval of the Board of Control, if necessary, to contract for the same with the <br />lowest and best bidder, and declaring an emergency. The city had been using <br />2002 material applications specifications for the paint jobs to line our city streets <br />during the spring and fall. The City Engineer advised that, if the city moved to <br />using 2005 material applications specifications, it would come with a 50% to 55% <br />cost increase. However, there is a higher standard that goes along with that and <br />the expectation would be that the application would last a lot longer and a cost <br />savings would be seen by not having to reapply the paint as often. The committee <br />and Council members present agreed that moving to 2005 specifications was a <br />good idea. At the committee meeting, Mr. Mahoney recommended approval of <br />Resolution 2008-63; Mr. Kearney seconded the motion, and the motion passed <br />3-0. In addition, tonight there was a request for suspension so the project can <br />begin. <br />• Resolution 2008-66, which is a resolution authorizing the Director of Public <br />Service to advertise for bids for cracksealing on various streets in the City of <br />North Olmsted, as per specifications on file in his office, and authorizing the <br />Mayor to enter into a contract for same. Service Dept. goal this year is to <br />crackseal approximately 30 streets in-house. The major cracksealing work that <br />needs to be done under this resolution will be done on streets such as north <br />Clague, north Porter, Great Northern, McKenzie, Canterbury, Lorain Road east <br />and Dover Center Road. At committee, Mr. Mahoney recommended approval; <br />second by Mr. Kearney; motion passed 3-0. In addition, suspension was <br />requested tonight so the cracksealing project can move forward. <br />8 <br />
