Council Minutes of 5/20/2008 <br />is on the order of 1/20 of a traditional light. Councilman Ryan suggested the city <br />consider using the countdown device for the Don't Walk signals as it is a safety measure. <br />4) Charles Dial, 27959 Gardenia, spoke again about the foreclosure issue as he attended <br />training sessions put on by the Legal Aid Society and Baz Association. Although they are <br />working to keep people in their homes, he continues to believe their efforts are not <br />enough because they are not thinking outside of the box. He hopes that the city will do <br />everything it can to move the reform issue forwazd. <br />Council Member Jones announced that the streets tour would begin at 7:30 p.m. on <br />Wednesday, May 28. Residents who would like to attend should contact her or Service <br />Director Limpert. <br />5) Maryann Schultz Kuzila, 4176 Laurell Lane, spoke about the current conditions of <br />streets in the Laurell Woods development. She provided packets to Council members <br />containing pictures, notes and a-mails from residents in the development. The residents <br />are dismayed over the work that was done last yeaz which has not held up and was only a <br />band aid solution. They understood a temporary solution would be done this spring, but <br />have learned repair work for their development is not going to happen. She was told her <br />street was rated a 6. Their streets aze an embarrassment as is Dover Center Road which <br />people must use to get to the development. Service Director Limpert came forward to <br />address the issue and said some of the repairs the residents were hoping to get and the <br />thoughts were to do full depth concrete patches in preparation of an asphalt overlay. <br />During budget appropriations last yeaz, there was talk of providing an extra $60,000 into <br />the appropriations for street repairs so such work could be done. There was no additional <br />funding. The Service Dept. was left somewhat in a scramble mode that people had <br />expectations that something would be done as pieces of street were in people's tree <br />lawns. Given the fact there was inadequate funding to do as much as they would have <br />liked to do, they went with a partial depth grind and asphalt bridge approach. He was <br />reluctant to push to do an asphalt overlay on those streets in 2008 because the bridge <br />approach is going to work very well on a number of those joints and not very well on <br />some of them. Some of the asphalt bridges are already showing cracks and fatigue <br />because what needs to be done is a full concrete depth patch. The city has tried not to go <br />forward with whoever yells the loudest gets the street repairs. There are streets in other <br />wards that are in far worse shape than the Laurell Woods area. This is a matter of trying <br />to prioritize, trying to move forward as rapidly as possible. In 2006, the city hired a <br />professional outside source to do a rating program. Streets in Laurell Woods did rate <br />much better than streets that are being done this year. As to Dover Road, it is an old <br />county road and the county often contributes funds for major repairs on those roads. <br />Back in 1985 was the last time it was done in North Olmsted with a considerable amount <br />of county help. Into mid-1990's, Westlake's Dover Road was looking like a cow path <br />compared to how nice it was in North Olmsted, and the county provided significant funds <br />to Westlake for the repaving of Dover Road. The county has now committed to help Bay <br />Village with their portion. He believes North Olmsted is next in line to be getting that <br />help. The county has provided help to the city significantly with Clague Road and Great <br />Northern Blvd. and is helping with Stearns.
