Council Minutes of 5/20/2008 <br />Dover Road and all it did was prolong the agony because it was due to pop this winter <br />and it is starting to pop. We will do patching on that this year. We're meeting with the <br />county to see what we can line up to get their aid so that dollars we don't spend on Dover <br />Road we can spend on roads like Laurell, Lisa, Arlington, Southern and many others. <br />Council Member Jones said she is sure the residents understand the street rating system; <br />but, when the city goes in and does work and then it's popping up or coming up within <br />months of just having it laid down, it is frustrating to residents. She asked if it was <br />possible to have someone in the Service Dept. go through that area in the near future and <br />evaluate the job that was done. Mr. Limpert said yes, and again noted the problem <br />recognized at the time was what really was needed in many of those locations was a full <br />depth concrete patch where we go right down to the base, build it from the ground up. <br />There was not the funding in the 2007 appropriations to do that. What was done did get <br />most of the areas through the winter. <br />Councilman Ryan suggested the city consider asking residents fora 1/8% income tax <br />increase to fix all the streets. Finance Director Copfer noted that we already have by a <br />vote of the people 15% of our municipal income tax going to the Street Improvement & <br />Storm Fund. However, that was pledged in 1996 for debt service for sixty and a half <br />million dollars worth of street repairs. Councilman Ryan said we should give the citizens <br />the alternative to vote on the increase to dedicate a fund to fix streets. Mayor O'Grady <br />said it is not his intention to increase taxes until he has done everything he can do within <br />his administration to reduce costs. Those kind of things are happening. For example, <br />we've gone from a full inside Engineering division to outside Engineering, which has <br />significantly reduced costs to our taxpayers on the order of at least $200,000, while at the <br />same time providing us with the service of a full architectural engineering firm. Those <br />are things that are happening in that department and division and elsewhere that we're <br />reducing costs. It's not his intent to go forward with a tax increase until we can find that <br />we analyzed every other way that we can either increase revenue with existing sources or <br />increase efficiency and reduce costs. <br />6) Doug Klimkowicz, 5777 Barton Road, asked about the money owed to ODOT for the <br />Lorain Road east project. Finance Director Copfer explained that ODOT didn't final <br />invoice for that amount, and we owe it for our share. Mr. Klimkowicz said Mr. Limpert <br />was correct to say that in many areas full depth repair is necessary. This is what he does <br />for a living. What is present on the east end of Lorain Road is reflective cracking and <br />slippage. The reflective cracking demonstrates that there was a poor evaluation done <br />prior to that street being paved, and the slippage demonstrates poor design. Not only <br />would he not pay the $23,000; but, if this were his driveway, he would sue. He disagrees <br />with any payment to any of the contractors who did this job. This is a poor jab. The <br />county did a poor job of supervising it. The testing company did a poor job of testing it. <br />Regarding Ordinance 2008-4, he feels it is poor legislation and strongly urges Council to <br />vote no. <br />Councilman Gareau commented regarding Lorain Road that there wasn't a person in the <br />room who has yelled louder or longer than he has.
