Council Minutes of 3/6/2008 <br />Councilman Barker moved for adoption. The motion was seconded by Council Member Dailey <br />Jones and passed unanimously. Ordinance No. 2008-36 adopted. <br />Ordinance No. 2008-37 introduced by Mayor O'Grady was given its third reading. An ordinance <br />providing for the amendment of the Zone Map of the City of North Olmsted in order to <br />supplementally zone Permanent Parcel Number 233-11-012 so as to include it within the <br />Wireless Telecommunication Facilities Overlay ("WTFO") District, Chapter 1151, of the City of <br />North Olmsted. Councilman Barker moved for adoption. The motion was seconded by Council <br />Member Dailey Jones and passed unanimously. Ordinance No. 2008-37 adopted. <br />Ordinance No. 2008-17 introduced by Mayor O'Grady was given its second reading. An <br />ordinance amending Sections 1139.01, 1145.01, and 1145.03 of the Zoning Code in order to <br />establish regulations providing for the location of recycling facilities and recycling collection <br />centers in the City of North Olmsted as amended. <br />Resolution No. 2008-53 introduced by Mayor O'Grady on behalf of himself and Councilman <br />Barker was given its second reading. A resolution authorizing the Director of Public Service to <br />advertise for bids for the construction of the North Olmsted branch library improvement project, <br />further authorizing the Mayor to enter into a contract for said construction with the lowest and <br />best bidder, subject to approval by the Board of Control and declaring an emergency, as <br />amended. Councilman Gareau moved for suspension of the rules requiring three readings, <br />noting it had been heard in committee; and, with the construction season being underway, it's an <br />appropriate time to move for suspension. The motion was seconded by Councilman Barker. <br />Roll call: Gareau, yes; Barker, yes; Jones, yes; Ryan, no; Orlowski, no, with comment that he <br />sincerely believes the pre-school children and elementary children are in need of and deserve <br />better space than what currently exists. However, if the county levy for <br />construction/reconstruction passes in November, he would hope the county would match our <br />$900,000 / $950,000 and help us to construct an early childhood wing on the east side of the <br />library. If this resolution does pass, he hopes the Mayor will consider a PLA on the planned <br />work. Regarding maintenance at the library, he noted all four columns on the east side of the <br />building need the vertical construction joints repaired. Roll call continued: Kearney, yes, with <br />comment that he would echo Mr. Orlowski's comments about hoping the Mayor considers a <br />PLA for this job agreement. Roll call continued: Mahoney, yes. The motion passed with five <br />yes votes and two no votes. Dennis Lambert, 25057 Carey Lane, thanked his Councilman for <br />bringing up the Project Labor Agreement concept. He reminded everyone of what happened at <br />Ohio University where they actually ended up with migrant workers on the project and their kids <br />doing electrical wiring. Once again, this is one of the reasons why he felt this should come back <br />to Council to look at the bids before it goes forward. Councilman Gareau made a motion to <br />adopt, and the motion was seconded by Councilman Barker. Roll call: Gareau, yes; Barker, yes; <br />Mahoney, yes; Kearney, yes; Orlowski, no; Jones, yes; Ryan, no. The motion passed with five <br />yes votes and two no votes. Resolution No. 2008-53 adopted. <br />Ordinance No. 2008-61 was introduced and placed on first reading by Mayor O'Grady. An <br />ordinance to make and transfer appropriations for current expenses and other expenditures for <br />the City of North Olmsted for the year ending December 31, 2008. <br />Ordinance No. 2008-62 was introduced and placed on first reading by Councilman Orlowski. <br />An ordinance creating new Chapter 561 of the General Offenses Code, entitled "Criminal <br />Activity Nuisances, " in order to provide for the abatement of public nuisances and the recovery <br />14 <br /> <br />
