<br />Council Minutes of 5/6/2008 <br />outlet to storm sewers on Columbia Road. The basin will be a dry basin, planted with specific <br />plants that will filter the storm water for water quality. A waterfowl exclusion fence will be <br />installed initially around the basin to allow the plant materials to become established because of <br />geese in the area. Also, a 4-foot black aluminum decorative fence and plantings will be installed <br />to the south of the basin in order to prohibit access to the area except for maintenance. The <br />developers are also working with the resident to the north of the property working on fencing of <br />new and removal of old. Two curb cuts are proposed including athree-lane full access curb cut <br />on Columbia Road and aright-in/right-out only curb cut on Lorain Road due to its proximity to <br />the intersection. Questions concerning the entrance and exit aprons at Lorain and on Columbia <br />were asked and according to engineering they are acceptable. Briekscape is provided along <br />Lorain Road and wraps north on Columbia Road to the driveway apron. Fifty-nine parking <br />spaces are shown including 56 constructed and three land-banked spaces near the Columbia <br />Road apron. One ground sign and two wall signs are proposed, which are permitted for corner <br />lots. The Walgreen's symbol behind the glass in the front tower elevation is a window sign and, <br />because it is permanent, counted towards total square footage. The lighting of the parking lot met <br />all standards set by the city. This is not a 24-hour store although Walgreen's does have some in <br />the area. The applicant received variances for building setback on Columbia Road, width of <br />driveway apron on Columbia Road, and total sgnage (due to permanent window and drive- <br />through canopy signs). The completion date for this project could be early 2009. After <br />discussion and agreement by all of how this will be a great asset to this corner and North <br />Olmsted, chairperson Barker made a motion to approve Walgreen's Discount Drugs, located at <br />24584 Lorain Road subject to ail recommendations of the various boards and commissions. The <br />committee motion was seconded by Mrs. Dailey Jones and unanimously approved. The <br />committee adjourned at 7:33 p.m. Councilman Barker moved to approve the development <br />proposal for Walgreens, 24584 Lorain Road, subject to the conditions of the boards and <br />commissions, and further subject to the preservation of four existing trees, including one locust <br />tree on the east property line, two flowering trees west of the detention basin, and the large sugar <br />maple on the northwest property line. The motion was seconded by Councilman Mahoney and <br />passed unanimously. <br />3) The Building, Zoning and Development Committee met Tuesday, April 29, 2008. In <br />attendance were committee members Barker, Gareau and Dailey Jones; President Kennedy and <br />Councilmen Kearney, Mahoney and Orlowski; Mayor O'Grady, Law Director Dubelko; guests. <br />The committee discussed Ordinance 2008-17 which amends Sections 1139.41, 1145.01 and <br />1145.03 of the Zoning Code in order to establish regulations providing for the location of <br />recycling facilities and recycling collection centers in the city of North Olmsted. The <br />amendment of the above-mentioned sections is the result of discussions with a business <br />interested in locating in the city of North Olmsted and subsequent findings that our current <br />Zoning Code does not address this use in any of its districts. As business practices change and <br />new types of business are developed, it is important to update the Zoning Code to reflect these <br />changes. This amendment defines two types of recycling related uses: first, recycling collection <br />centers specifically geared towards collection of materials; second, recycling facilities, which <br />carry out processing. The code revisions would permit recycling collection centers as a <br />conditional use in the General Retail Business District subject to various restrictions. Recycling <br />facilities and collection centers would be permitted uses in the Limited Industrial District. The <br />Planning and Design Commission agreed that both such uses should be permitted in the Limited <br />Industrial District. They believed encouraging recycling in the community may be a positive <br />outcome of this addition to the code. However, debate was had by Commission members as to <br />whether recycling collection centers were compatible with the types of commercial uses along <br />8 <br />
