1 <br />Council Minutes of 5/6/2008 <br />Two previous cell tower issues have been brought to this Council in the past. One was at <br />North Olmsted Park, the other at new Fire Station No. 2. Both proposals failed to make <br />it through Council. This proposal, if approved, will be on private property. Mr. Sindyla <br />presented the plans and showed how far this tower will be from other parcels and homes. <br />The fencing issue was brought up with the concerns of wood versus vinyl fencing. It was <br />agreed to put a sealer on the fence to help the wood from deteriorating over the years and, <br />although it wasn't a pressing issue, that it would be covered under property maintenance. <br />Mr. Sindyla agreed to have it sealed. The city will be allowed to use the tower for <br />communications equipment. This is not part of the approval, but it will be worked out <br />between the city and T-Mobile in the future. At the committee meeting, Mr. Gareau <br />made a motion to approve T-Mobile, located at 29708 Lorain Road, construction of a cell <br />tower and associated site improvements subject to the recommendations Planning and <br />Design Commission with the fiuthher requirement that the fence be sealed with an <br />appropriate weather-proof sealer. The committee motion was seconded by Mrs. Dailey <br />Jones and unanimously approved. At the committee meeting, Mr. Gareau made a motion <br />to recommend that the city grant a conditional use permit for the location of a cell tower <br />at 29708 Lorain Road. The committee motion was seconded by Mrs. Dailey Jones and <br />unanimously approved. Councilman Barker made a motion to approve the proposal for <br />T-Mobile, located at 29708 Lorain Road, consisting of construction of a cell tower and <br />site improvements shown on plans dated April 2, 2008 consistent with all of the <br />recommendations of the boards and commission, plus the addition of a sealer for the <br />wood fence. The motion was seconded by Council Member Jones and passed <br />unanimously. Councilman Barker moved that Council approve a conditional use permit <br />for 29708 Lorain Road for the location of a cell tower. The motion was seconded by <br />Council Member Dailey Jones and passed unanimously. <br />2) The Building, Zoning and Development Committee met Tuesday, Apri122, 2008 at 7:03 p.m. <br />Present were committee members Barker, Gareau and Dailey Jones; Council members Kearney, <br />Mahoney and Orlowski; Planning Director Wenger. Representing the project were Michael <br />Lewis, Shawn Jurisch and Jason Giachetti from Visconsi Companies, LTD. The committee <br />discussed the Walgreen's proposal, located at 24584 Lorain Road, at the northeast corner, at <br />Columbia and Lorain roads. This proposal consists of complete site redevelopment to <br />accommodate a new drive-through pharmacy. The development area encompasses five parcels, <br />currently containing commercial and residential structures, which will be demolished. The <br />development area is mainly zoned General Retail Business with a small portion of the site zoned <br />Multiple Residence. All of the proposed building and parking improvements are contained on <br />the commercially zoned portion of the property. This project has been in discussion and going <br />through the various boards and commissions since June of 2007. The building is just over <br />14,000 square feet. It will be constructed entirely of masonry, with a combination of split face <br />block, brick, and manufactured limestone, with metal canopies. New landscaping is proposed <br />throughout the site, focusing on ornamental plantings in the front setbacks and adjacent to the <br />building with a climbing vine trellis on the east elevation. Evergreen screening and fencing is <br />proposed to the rear of the site to shield residential neighbors to the north. An 8-foot tall beige <br />vinyl fence is proposed to wrap from the northwest comer to the northeast corner of the property. <br />Mr. Gareau had concerns about some established tree removal on the perimeter of the site. Since <br />this meeting, there has been discussion between the Forester, the applicant, and the Planning <br />Director. As a result of the meeting, four trees are proposed to be saved and will be included on <br />the approved landscape plan. Thanks to Mr. Gareau for spearheading the saving of those trees. <br />Storm water will be collected in a bio retention basin north of the building and parking area and <br />7 <br /> <br />
