• <br />P <br />MINUTES OF THE SPECIAL MEETING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTED <br />APRIL 22, 2008 <br />Present: Council President Pro Tem Dailey Jones, Council Members Barker, <br />Gazeau, Kearney, Mahoney, Orlowski <br />Also Present: Mayor O'Grady, Law Director Dubelko, Finance Director Copfer, Clerk <br />of Council Seman <br />Absent: Council President Kennedy, Council Member Ryan <br />President Pro Tem Dailey Jones called the special Council meeting to order at 8:17 p.m. <br />in the City Council Caucus Room, 5200 Dover Center Road, North Olmsted, Ohio. <br />President Pro Tem Dailey Jones announced the following legislation would be passed <br />under suspension of the rules: Resolutions 2008-59 and 2008-60. <br />President Pro Tem Dailey Jones announced that, since there was not enough time to <br />discuss Resolution 2008-59 during the Finance Committee, discussion would take place <br />after the motion for suspension of the rules. <br />LEGISLATION <br />Resolution No. 2008-59 was introduced and placed on first reading by Mayor O'Grady. <br />A resolution authorizing the Director of Public Service to purchase various vehicles and <br />equipment for the Service Department through the State Purchase Program; further <br />authorizing the Mayor to execute all documents necessazy to effectuate such purchase; <br />and declaring an emergency. Councilman Gazeau moved for suspension of the rules <br />requiring three readings and committee review and noted the suspension is requested <br />because of the time limitations to acquire the vehicles through the State Purchase <br />Program. The motion was seconded by Councilman Barker and passed unanimously. <br />Service Director Limpert said he and Fleet Mgr. Tim Conway were in attendance to <br />answer any questions Council might have. He explained that each yeaz a certain number <br />of items are committed by manufacturers to the Ohio State bid process. Demand for <br />items determines whether the items remain open for purchase for the whole year or <br />whether it closes out early. Last week he learned that the Ford pick up truck would have <br />a closing date of April 27, and that is what necessitated the eazlier timetable as last year <br />we were able to purchase a truck in June. The cost saving to purchase now will be <br />around $4,000. Councilman Gazeau asked for the estimated expenditure amount. Mr. <br />Limpert answered $20,434 for the pick up truck, which will additionally require a plow <br />and a lift gate. We are going to spend an additional $4,000 for a V plow on the front of <br />this vehicle, and an additional $2,000 for a lift gate. We have a lift gate on the one pick <br />up used by the Fleet Dept. and have found it very handy in storms for lifting heavier <br />~~ <br />
