Special Council Minutes of 4/22/2008 <br />clumps and items into the bed of the truck without causing injuries. This will mainly be <br />used for building maintenance to pick up lazge items, such as refrigerators, from tree <br />lawns. The cost for the 2 %2 ton truck is approximately $60,000. In addition to that, there <br />will be the equipping of a plow, salt box and the bed. Councilman Gareau noted for the <br />record that these trucks were discussed during the appropriation ordinance and the money <br />has been appropriated for the purchase of these vehicles on the recommendation of Mr. <br />Conway and Mr. Limpert during the appropriation process. Councilman Barker asked <br />Mr. Limpert to re-address the reason for the V plow. Mr. Limpert explained that, during <br />heavy snows, it is very difficult to actually put an initial punch-through on a street. Also, <br />as you would hit heavier spots, that would cause the trucks to slide to the right or left <br />depending on which way you had slanted the plow. The V plow ends up piercing <br />through the snow better, and it allows you to drive a straighter line. Of course, the V <br />plow has a hinge on it that can straighten out and allow it to be like a standazd plow. It <br />gives us additional capability that we don't have. It certainly would have come in handy <br />with the last large snow we had this winter to get things started. Councilman Barker <br />asked if we had a V plow presently. Mr. Limpert said the city does not have a V plow <br />presently. Councilman Barker asked if this first step was taken per study, <br />recommendations, or other cities' experience. Mr. Limpert answered yes. Dennis <br />Lambert, 25057 Carey Lane, said he wholeheartedly encourages the purchase of a V <br />plow because he had firsthand experience watching crews trying to plow the street <br />without it. He asked what the total expenditure is and how many vehicles we aze getting <br />for that total amount? Mr. Limpert said we will be getting two vehicles total. We are <br />going to put these vehicles together ourselves. As far as the 2 %z ton truck, we will be <br />buying the bed, the plow, and the hoist sepazately. We find that by setting up the truck in <br />our Fleet Dept., all the trucks in the fleet aze uniform as far as you can jump in truck A or <br />truck B, and the controls aze all in the same place as apposed to, when you send them off <br />some place even though you tell them how you want them, they sometimes come back <br />different and it can be very confusing. Mr. Lambert asked the total cost of the vehicles <br />and equipment. Mr. Limpert said the pick up is $32,000 and $122,000 for the 2 %2 ton <br />truck. Councilman Gareau asked if any current fleet would be taken out of service when <br />the two vehicles come in. Mr. Limpert said later in the yeaz we may retire No. 21. Also, <br />we are planning, as it stands now, to pass down pick up truck No. 13 to the Rec Dept. <br />which is in need of a truck. Councilman Gazeau made a motion to adopt Resolution <br />2008-59. The motion was seconded by Councilman Bazker and passed unanimously. <br />Resolution No. 2008-59 adopted. <br />Resolution No. 2008-60 was introduced and placed on first reading by Mayor O'Grady. <br />A resolution approving of and authorizing the Mayor to enter into a collective bargaining <br />agreement with the International Association of Fire Fighters ("IAFF") Local 1267 for <br />the city's fire fighters, for the period January 1, 2007 through December 31, 2008, and <br />declaring an emergency. Councilman Gareau moved for suspension of the rules <br />requiring three readings and committee review and noted the suspension in requested by <br />virtue of the fact that we need to enter into this agreement which is well beyond the time <br />it should have been done. The motion was seconded by Councilman Bazker and passed <br />unanimously. Mayor O'Grady commented the issue here is something that is very well <br />known to City Council.
