11 ~~y <br />t 5~. <br />Council Minutes of 4/15/2008 <br />Ordinance No. 2008-49 introduced by Mayor O'Grady was given its second reading. An <br />ordinance establishing rates of compensation for various administrative and legislative <br />personnel for the yeaz 2008 and declaring an emergency as amended. Councilman <br />Gazeau moved for suspension of the rule requiring three readings and noted it had been <br />heard in committee. The reason for suspension being the necessity of establishing <br />compensation rates for purposes of paying people their. appropriate wage. The motion <br />was seconded by Councilman Barker and was passed unanimously. Councilman Gazeau <br />moved for adoption, and the motion was seconded by Councilman Bazker. Roll call: <br />Gazeau, yes; Bazker, yes; Ryan, no; Orlowski, yes; Mahoney, yes; Kearney, yes; Jones, <br />yes. The motion passed with six yes votes and one no vote. Ordinance No. 2008-49 <br />adopted. <br />Resolution No. 2008-52 was introduced and placed on first reading by Mayor O'Grady <br />on behalf of himself and Councilman Kearney. A resolution opposing Federal Hause Bill <br />3359, the Mobile Workforce Simplification Act, and declaring an emergency. Council <br />Member Dailey Jones moved for suspension of the rules requiring three readings and <br />committee review noting the legislation had been discussed in caucus and there is a <br />timeliness issue. The motion was seconded by Councilman Mahoney and passed <br />unanimously. Council Member Dailey Jones moved for adoption. The motion was <br />seconded by Councilman Mahoney and passed unanimously. Resolution No. 2008-52 <br />adopted. <br />Resolution No. 2008-53 was introduced and placed on first reading by Mayor O'Grady <br />on behalf of himself and Councilman Bazker. A resolution authorizing the Director of <br />Pubic Service to advertise for bids for the construction of the North Olmsted Branch <br />Library improvement project, further authorizing the Mayor to enter into a contract for <br />said construction with the lowest and best bidder, subject to approval by the Board of <br />Control, and declaring an emergency. <br />Resolution No. 2008-54 was introduced and placed on first reading by Mayor O'Grady. <br />A resolution retroactively authorizing the Mayor to file an application for a Community <br />Recycling Awareness Grant from the Cuyahoga County Solid Waste District; further <br />authorizing the Mayor to accept the grant, if awarded; and declaring an emergency. <br />Councilman Barker moved for suspension of the rules requiring three readings and <br />committee review, and the motion was seconded by Councilman Mahoney. Roll call: <br />Barker, yes; Mahoney, yes; Jones, yes; Kearney, yes; Ryan, asked whether the legislation <br />wasn't supposed to go to Finance Committee. It was explained that was not the case. <br />Mr. Ryan voted yes. Roll call continued: Gazeau, yes; Orlowski, yes. The motion <br />passed unanimously. Councilman Barker moved for adoption. The motion was seconded <br />by Councilman Mahoney and passed unanimously. Resolution No. 2008-54 adopted. <br />Resolution No. 2008-55 was introduced and placed on first reading by Mayor O'Grady. <br />A resolution authorizing the Director of Law to apply to Cleveland State University to <br />participate in the Federal Work-Study Program for the 2008-2009 school yeaz, <br />authorizing the Mayor to execute an agreement with Cleveland State University <br />regarding the same, and declaring an emergency.
