Council Minutes of 4/15/2008 <br />the criminal side of nuisance odor complaints, today there was apre-trial held in Rocky <br />River Municipal Court which was attended by Asst. Law Director O'Malley and <br />discussion was had on the defendant's motion to dismiss and no action was taken. An <br />oral hearing set on that motion was continued to May 6. Regarding Laser Wash, a trial is <br />presently scheduled for April 17 but is going to be continued. He expects it to be <br />resolved in court with a plea change as a minor change that was submitted has been <br />approved through Planning. <br />Finance Director Copfer: 1) Attended several meetings, one with YMCA personnel to <br />prepaze for last Thursday's presentation to Council regazding her involvement in the <br />financial aspects of the Rec Plan. The Planning Director did an excellent job of taking <br />three yeazs worth of information and compiling it into a very concise slide presentation. <br />We aze very fortunate to have such a fine professional. <br />2) Also participated in the prepazation for collective bazgaining with the <br />ClericaUTechnical unit and participated in negotiations today. <br />3) Finance has gotten Council caught up on the monthly revenues and expenditure and <br />compazative summaries through March. The reports were held up until the budget was <br />entered at the end of Macch and last yeaz was closed and the balances rolled forward as <br />some of the reports were sheer gibberish to an untrained eye. She just received March's <br />reconciliation today and has begun to review it. The detail for March will be e-mailed to <br />Council tomorrow, and paper copies will be put in mailboxes. She urges all to use a-mail <br />versions as we aze attempting to cut down on paper usage. <br />Councilman Bazker noted that Ordinance 2008-44 had been slated for passage under <br />suspension of the rule, but it has been decided not to do so and to let it run its natural <br />course to third reading. <br />Councilman Gazeau, chairperson of the Finance Committee: 1) Finance Committee met <br />on April 8, 2(}08 at 8 p.m. Present were Council President Kennedy, Councilwoman <br />Jones, Councilmen Orlowski, Gazeau, Keazney, Mahoney; Finance, Service and Human <br />Resources Directors. Reviewed was Ordinance;2008-49, an ordinance establishing rates <br />of compensation for various administrative and legislative personnel for the year 2008 <br />and declaring an emergency as amended. The legislation establishes compensation <br />ranges within which the administration each year will propose to the Council in the <br />appropriations ordinance each individual in the administrative and legislative non- <br />bargaining unit what their compensation will be for a particular yeaz. It also sets forth <br />some other policies with respect to terms of employment, boot allowances, bonus days, <br />vacation days, holiday, longevity. If the ranges aze not adjusted from time to time, <br />employees cannot receive pay adjustments if they aze at the top of the range. The <br />legislation adjusted the rate ranges so that the administration can propose pay and <br />compensation for its employees next year. There was an adjustment on the down side <br />and the top side of the ranges so that the city could continue to be competitive in the <br />mazketplace. An amendment to the legislation included the issue of longevity pay, which <br />had at its origin a time when perhaps working for government was not financially <br />lucrative. The city offered incentives or bonuses to employees based on their tenure. <br />The city-wide longevity pay in 2007 was $622,000, and for 2008 it is $666,000. In <br />4 <br /> <br />
