Councilman Barker, chairperson of the Building, Zoning & Development Committee: 1) The committee met on Tuesday, March 11, 2008 at 7 p.m. Members present were Barker, Gareau, and Jones; Council Members Orlowski and Kearney; Planning Director Wenger, Safety Director Thomas and Assistant Law Director Heyward. Agenda items included: • Ordinance 2008-6, an ordinance amending Chapter 1163 (Signs) of the Zoning Code in order to provide new regulations for temporary signs as amended. The purpose of this ordinance is to improve the appearance of the city, particularly commercial areas where there is an excess of temporary signage; and also to provide safety-reducing distractions for drivers. Significant amendments to Ordinance 2008-6, as recommended by Planning & Design Commission, the Law Dept., and the Building, Zoning & Development Committee include: - It added definitions for non commercial opinion sign and windblown devices - Amend language in exemptions section to clarify which temporary signs require permits - Add section prohibiting windblown devices - Amend temporary sign section to require professional appearance, weatherproof and durable materials for temporary signs - Amend temporary sign section to allow for non commercial opinion signs in non residential areas It was also suggested to remove some language from Section 1163.34, (b) (1) B which reads: "Location: Temporary ground signs shall not be permitted within five (5) feet of the right-of--way, nor shall they be permitted in any required parking area, drive or loading area. Temporary signs shall comply with all provisions of 1163.17. Temporary wall signs shall not extend more than six (6) inches from any wall or structure upon which they are erected. No signs shall be attached to light poles, fixtures, mechanical equipment, fences, dumpsters, or landscaping. No signs shall be attached to any permanent sign or sign base, unless approved by the Building Commissioner." The language to be removed is "unless approved by the Building Commissioner." There was discussion also regarding "sandwich board" advertising that has been brought up before as to can we stop it, can we limit it and it was decided to have discussion concerning this at another time because it is not covered under temporary signs.
