Council Minutes of 3/18/2008 <br /> <br />2008 Council Corrections as of March 17, 2008" and "Appropriations 2008 Technical <br />Corrections as of March 17, 2008." <br />Councilman Barker, chairperson of the Building, Zoning & Development Committee: 1) <br />The committee met on Tuesday, March 11, 2008 at 7 p.m. Members present were <br />Barker, Gareau, and Jones; Council Members Orlowski and Kearney; Planning Director <br />Wenger, Safety Director Thomas and Assistant Law Director Heyward. Agenda items <br />included: <br />• Ordinance 2008-6, an ordinance amending Chapter 1163 (Signs) of the Zoning <br />Code in order to provide new regulations for temporary signs as amended. The <br />purpose of this ordinance is to improve the appearance of the city, particularly <br />commercial areas where there is an excess of temporary signage; and also to <br />provide safety-reducing distractions for drivers. Significant amendments to <br />Ordinance 2008-6, as recommended by Planning & Design Commission, the Law <br />Dept., and the Building, Zoning & Development Committee include: <br />- It added definitions for non commercial opinion sign and windblown devices <br />- Amend language in exemptions section to clarify which temporary signs <br />require permits <br />- Add section prohibiting windblown devices <br />- Amend temporary sign section to require professional appearance, <br />weatherproof and durable materials for temporary signs <br />- Amend temporary sign section to allow for non commercial opinion signs in <br />non residential areas <br />It was also suggested to remove some language from Section 1163.34, (b) (1) B <br />which reads: <br />"Location: Temporary ground signs shall not be permitted within five (5) feet of <br />the right-of--way, nor shall they be permitted in any required parking area, drive or <br />loading area. Temporary signs shall comply with all provisions of 1163.17. <br />Temporary wall signs shall not extend more than six (6) inches from any wall or <br />structure upon which they are erected. No signs shall be attached to light poles, <br />fixtures, mechanical equipment, fences, dumpsters, or landscaping. No signs <br />shall be attached to any permanent sign or sign base, unless approved by the <br />Building Commissioner." The language to be removed is "unless approved by the <br />Building Commissioner." <br />There was discussion also regarding "sandwich board" advertising that has been <br />brought up before as to can we stop it, can we limit it and it was decided to have <br />discussion concerning this at another time because it is not covered under <br />temporary signs. <br />During the committee meeting, Councilman Gareau made a motion that the <br />committee approve Ordinance 2008-06 as amended with new language in Exhibit <br />7 <br />+i'u~'~+at~;9P-f1G4t~1+~iM l~tii3ti`3P:+~ <br />
