The motion seconded by Chairman <br />Barker and the vote was 2-0 to approve as Mrs. Jones had to step out of the <br />meeting for personal reasons. The committee recessed at 7:34 p.m. <br />Councilman Barker made a motion to amend Ordinance 2008-06 as amended with the <br />following amendment that was suggested at the committee meeting as just reported: <br />strike the words "unless approved by the Building Commissioner" from Section <br />1163.34, (b), (1), B in the sentence "No signs shall be attached to any permanent sign or <br />sign base." The motion was seconded by Councilman Gareau and passed unanimously. <br />Ordinance No. 2008-6 amended. <br />2) The committee meeting of March 11 reconvened at 7:56 p.m. with Mrs. Jones back in <br />attendance. The following was discussed: <br />• Ordinance 2008-44, an ordinance amending Sections 1363.07, 1363.08, 1363.10 <br />and 1363.99 of the Real Property Maintenance Code in order to promote <br />efficiency, clarify when search warrants are required and increase the penalties for <br />property maintenance violations; and declaring an emergency. The amendments <br />being discussed are to immediately issue tickets for some minor violations such as <br />parking on the grass, high weeds, garbage cans and trash, along with no address <br />display on houses. A warning tag would be the first step and then a citation <br />would be issued. The first fine will be a $35, after 48 hours it will be $SO and <br />possibly higher and court appearance if not resolved. This also brings it in line <br />with State law and eliminates an appeal process that is very seldom used. Also, it <br />brings offenses to 4t" degree misdemeanors instead of minor misdemeanors. This <br />only has to do with exterior property maintenance code for single family <br />residences. After long discussion and suggested changes brought forward by <br />Safety Director Thomas, Assistant Director Heyward and Councilman Gareau, it <br />was decided to hold the legislation in committee for changes and cleaning up of <br />some language. A motion was made by Councilman Gareau and seconded by <br />Councilwoman Jones, and the vote was 3-0 to hold in committee. The committee <br />meeting adjourned at 8:30 p.m. <br />Council Member Dailey Jones, chairperson of the Streets & Transportation Committee: <br />1) The committee did not meet, but she is announcing that she is interested in holding a <br />committee meeting with the Service Director to discuss the snow event that we had the <br />weekend of March 8. Council has questions about how the Service Dept. handled that <br />event, what planning went into it, how the plan was executed, etc. Also, Council has <br />received phone calls from residents as well. who might be interested in learning more <br />about how our city handles those types of things. She will schedule the committee <br />meeting as soon as her committee members are available. <br />2) April is Fair Housing Month here in North Olmsted and across the country. The City <br />of North Olmsted's Fair Housing Review Board is going to be holding a session on <br />predatory lending and how to protect yourself against that. More information will be <br />coming forward regarding that event. <br />8 <br />
