Council Minutes of 3/5/2008 <br />Resolution No. 2008-41 was introduced and placed on first reading by Mayor O'Grady. <br />A resolution urging the Governor and General Assembly to fill the financial gap created <br />by the Federal G. I. Bill education benefit for all Ohio U. S. military veterans, and <br />declaring an emergency. <br />Resolution No. 2008-42 was introduced and placed on first reading by Councilman <br />Orlowski. A resolution to support Single Payer Action Network Ohio. <br />Resolution No. 2008-43 was introduced and placed on first reading by Mayor O'Grady. <br />A resolution approving of and authorizing the Mayor to enter into collective bargaining <br />agreement with the Fraternal Order of Police/Ohio Labor Council for the city's police <br />officers and corrections officers, for the period January 1, 2007 through December 31, <br />2008 and declaring an emergency. Councilman Barker moved for suspension of the rules <br />requiring three readings and committee review. The motion was seconded by <br />Councilman Kearney and passed unanimously. Councilman Barker moved for adoption, <br />and the motion was seconded by Councilman Kearney. Roll call: Barker, yes; Kearney, <br />yes; Mahoney, yes; Jones, yes; Orlowski, yes; Ryan, yes, with comment that about four <br />years ago he believes we go to the point where Council at the end of the year was starting <br />to consider layoffs of people in the Safety Dept. He really hopes that doesn't come about <br />again this year. Roll call continued: Gareau, yes. The motion passed unanimously. <br />Resolution No. 2008-43 adopted. <br />Ordinance No. 2008-44 was introduced and placed on first reading by Mayor O'Grady on <br />behalf of himself and Councilman Gareau and Barker. An ordinance amending Sections <br />1363.07, 1363.08, 1363.10 and 136399 of the Real Property Maintenance Code in order <br />to promote efficiency, clarify when search warrants are required and increase the <br />penalties for property maintenance violations; and declaring an emergency. <br />Resolution No. 2008-45 was introduced and placed on first reading by Mayor O'Grady. <br />A resolution authorizing the Director of Community Life Services to advertise for bids <br />for cleaning services at the Recreation Center and for restrooms only at North Olmsted <br />Park and Barton/Bradley Park, further authorizing the Mayor to enter into a contract for <br />said cleaning services with the lowest and best bidder, subject to approval by the Board <br />of Control, and declaring an emergency. Councilman Mahoney moved for suspension of <br />the rules requiring three readings and committee review for the reason stated during <br />caucus that the current vendor has opted. out of the contract and that a purchase order can <br />be used for the period March 20 through Apri120 in hopes that then a new vendor will be <br />on board. The motion was seconded by Council Member Dailey Jones and passed <br />unanimously. Terry Groden, 25211 Chase Drive, said during the caucus meeting he <br />heard Mr. Dailey say that the cun-ent company exercised a 30-day out. He didn't have a <br />chance to ask him if that's typical. He just thought he'd make the recommendation, when <br />we go to find a new vendor, can we ask fora 60-day out so that we're not put in such a <br />short turn-around situation? Mayor O'Grady responded that be believes this is atypical. <br />Law Director Dubelko said the facts are unusual. It's our standard contract-personal <br />services contract to give either side 30 days to opt out. But on this one because of the <br />10 <br /> <br />
