Council Minutes of 2/19/2008 <br />f;.~ <br />2008-27 to add an emergency clause. The motion was seconded by Councilman <br />Gareau and passed unanimously. Resolution No. 2008-27 amended. <br />Councilman Kearney, chairperson of the Public Safety, Health & Welfare Committee: 1) <br />The committee met at 8 p.m. on February 12. Present were committee members <br />Kearney, Orlowski, Mahoney; Council Member Jones; Law Director Dubelko and <br />Animal Warden Ward. The committee voted 3-0 not to object to the liquor license for <br />Bright Oil Company, DBA Marathon, 27645 Lorain Road. Councilman Kearney moved <br />that Council not object to the liquor transfer for Bright Oil Company, DBA Marathon, <br />27645 Lorain Road. The motion was seconded by Councilman Orlowski and passed <br />unanimously. <br />Councilman Mahoney, chairperson of the Recreation, Public Parks & Buildings <br />Committee: 1) The committee met on February 12 at 7:30 p.m. Present were committee <br />members Mahoney and Dailey Jones; Councilmen Orlowski, Kearney; Mayor, Law <br />Director, Service Director; guest Dave Thomas from the Landmarks Commission. The <br />committee discussed Resolution 2008-21, which authorizes the Mayor of the City of <br />North Olmsted in cooperation with the Olmsted Historical Society and in conjunction <br />with the Landmarks Commission to file an application with the Ohio Historical Society <br />for approval of an Ohio historical designation marker for the Joseph Peake farm and <br />providing authority for the installation of such marker within the city right-of--way. The <br />committee heard from Mr. Dave Thomas, member of the Landmarks Commission, who <br />spoke on extensive work as an archivist and research regarding history of Joseph and <br />Eleanor Peake. Likewise, Mayor O'Grady commented on the value of recognizing the <br />Peake Farm. Purpose 'of the legislation is to recognize the historical significance of Mr. <br />& Mrs. Joseph Peake and the contributions to North Olmsted they made through their <br />efforts in supporting the underground railroad and efforts and courage they made in the <br />arena of suffrage rights for African Americans. Ms. Dailey Jones inquired about the <br />possibility of having this co-sponsored by all of Council, and the Mayor agreed. The <br />committee voted 2-0 to recommend adoption. <br />LETTERS AND COMMUNICATIONS <br />The Clerk read a letter sent to members of the administration and City Council from <br />residents who are concerned about the methods used in formulating the Recreation <br />Master Plan. (Please see attachment.) <br />Mayor O'Grady asked the Planning Director to step forward and address this issue. From <br />his perspective, he felt this was unfortunate and said, if these folks had discussed this <br />with the Planning Director, he thinks many of the misconceptions they had that led to <br />letter would have been more clearly understood. Certainly the allegation of any type of <br />covert activity, the accusation that the administration is not being transparent, is <br />unwarranted. <br />Planning Director Wenger pointed out that our 2005 Master Plan did contain a hearty <br />chapter on recreation and open. space which did recommend the creation of a parks and <br />5 <br />
