Council Minutes of 2/19/2008 <br />recommend his approval. Roll call continued: Barker, yes; Gareau, yes; Kearney, yes; <br />Jones, yes. The motion passed unanimously. <br />Council Member Dailey Jones, chairperson of the Streets & Transportation Committee: <br />1) The committee met at 7 p.m. on Tuesday, February 12. Present were committee <br />members Jones, Mahoney, Kearney; Councilman Orlowski; the Mayor and Directors <br />Dubelko and Limpert and Engineer Collins. Agenda items included the following: <br />• Ordinance 2008-20, an ordinance amending Section 931.10, Grade Deposits for <br />Commercial Developments of Chapter 931 of the North Olmsted Streets, Utilities <br />and Public Services Code in order to increase engineering and inspection fees and <br />establish a new method for calculating grade deposit amounts for commercial <br />developments. Mr. Collins said the fees have not been upgraded since 1991, and <br />the administration feels it would be appropriate to do so. Also, this would make <br />our fee schedule compatible with the agreement we have with the outside <br />engineering firm. Council members asked to whom we compared our fees. Mr. <br />Collins replied that he used the city of Wadsworth to create a structure for the <br />fees, and that the dollar amounts we are asking for are comparable to the cities of <br />Beachwood, Rocky River, and Mayfield Heights. Mr. Burns, representing the <br />Chamber of Commerce, asked if increasing the fees will put the city at a <br />disadvantage when competing with other cities for investment dollars. Also, we <br />should consider the costs because of the need in the future to redevelop some <br />parcels, especially on the east side of our city. The east side developments are <br />older and things like parking lots will be needed to be brought into compliance, <br />work on retention areas, etc. The Chamber feels the engineering fees are <br />excessive. Mr. Dubelko stated that, if the developer does not pay these fees, then <br />the taxpayers will have to. Council agreed the increase was warranted since the <br />last increase was 17 years ago. In addition, the committee recommended the <br />administration look into other areas where there are fees and if there is need for <br />some type of formula to be put into the fee structure so we don't have to keep <br />increasing it every so often. The committee voted 3-0 to recommend approval. <br />• Resolution 2008-27 authorizing the Director of Public Service to advertise for <br />bids for asphalt resurfacing on concrete streets and asphalt recycling on asphalt <br />streets along with related catch basin, manhole, sidewalk and curbing repairs at <br />various locations in the City of North Olmsted as detailed in the specifications on <br />file; further authorizing the Mayor to enter into a contract with the lowest and best <br />bidder for said repairs. Mr. Limpert advised that the earlier the city can go out to <br />bid for the streets project, the better the price packages should be coming back to <br />us. Mr. Limpert asked. for an amendment to be made to the legislation to add an <br />emergency clause, and that the legislation be passed under suspension. Mr. <br />Limpert said he felt a sense of urgency to get this advertised as soon as possible in <br />order to get the best prices for the city. The committee voted 3-0 to amend the <br />resolution to add an emergency clause and to recommend passage under <br />suspension of the rules. The committee voted to recommend approval as <br />amended 3-0. Council Member Dailey Jones made a motion to amend Resolution <br />4 <br />
