<br />Council Minutes of 2/5/2008 <br />i <br />This was a rollover from Ord. 2007-10. There is a $50,000 buy down on the <br />obligation. The purpose of original borrowing was for telecommunications <br />equipment within this building-phones, etc. The committee recommended <br />approval 2-1. <br />• Ordinance 2008-15, an ordinance providing for the issuance and sale of <br />$1,000,000 of notes in anticipation of the issuance of bonds for the purpose of <br />improving certain designated streets in the city by preparing and surfacing and <br />resurfacing with asphaltic concrete together with the necessary appurtenances and <br />work incidental thereto. This is new borrowing to improve city streets in 2008 <br />and was discussed in the Streets & Transportation Committee as well. The <br />committee recommended approval 2-1. <br />3) Ordinance 2007-156 was also discussed this evening. This legislation was actually <br />scheduled to be approved at the special Council meeting last week; however, there were <br />some changes that needed to be made. The amendments will be made tonight. The <br />committee heard the changes, but did not take action because it technically wasn't in <br />committee. The legislation is an ordinance amending the organizational charts of the <br />Engineering and Building Divisions of the city in order to deliver services from each <br />division in a more efficient and economical manner. The amendments include Section II <br />B, where it references a particular position. The legislation said we had one full-time <br />property maintenance inspector and one seasonal property maintenance inspector. The <br />Law Director pointed out that was in error. It should have read part-time property <br />maintenance inspector. In the actual amended section under B, the hierarchy and <br />organizational chart for the Building Division will include one part-time, backup, <br />plumbing inspector and then the language is "two full-time property maintenance <br />inspectors and one part-time property maintenance inspector." In C, the amendment will <br />be that there will be three clerical workers designated by ordinance as Secretary II's. <br />Councilman Gareau made a motion to amend Ordinance 2007-156 consistent with those <br />changes noted above. The motion was seconded by Councilman Barker and passed <br />unanimously. Ordinance No. 2007-156 amended. <br />Councilman Barker, chairperson of the BZD Committee made a motion to bring the <br />development proposal for Walters Advanced Dentistry out of the BZD Committee. The <br />motion was seconded by Councilman Gareau. Roll call: Barker, yes; Gareau, yes; Jones, <br />yes; Ryan, yes; Orlowski, no; Kearney, yes; Mahoney, yes. The motion passed with six <br />yes votes and one no vote. Councilman Barker moved to approve the development <br />proposal for Walters Advanced Dentistry at 4780 Clague Road in the form approved by <br />the Planning & Design Commission on May 9, 2007 and subject to all the conditions of <br />the boards and commissions. The motion was seconded by Councilman Gareau. Roll <br />call: Barker, yes; Gareau, yes; Jones, yes; Orlowski, no; Mahoney, yes; Ryan, no; <br />Kearney, yes.
