<br />Council Minutes of 2/5/2008 <br />t <br />Gareau, Barker, Orlowski; Mayor O'Grady and directors Copfer, Thomas, Limpert and <br />City Engineer Collins. Agenda items included the following; <br />• An update from the administration regarding Resolution 2008-3, resolution urging <br />the County Engineer and the Director of ODOT to inspect Lorain Road from <br />Canterbury Road to the city's east corporation line in order to determine if the <br />2006 resurfacing of Lorain Road, which is badly cracked, by a State of Ohio <br />contractor was performed in accordance with ODOT bid specifications and all <br />other ODOT roadway requirements and standards. Mr. Collins reported that he <br />spoke to the ODOT District 12 engineer regarding the situation and they reported <br />that the Shelly Company had gone back and crack sealed those portions of Lorain <br />that were in need of repair. It was reported that ODOT has closed out the project <br />and there are no warranties on projects that ODOT completes. Mr. Collins said <br />his inspection of the project shows that what is underneath the new asphalt is what <br />is causing the cracking problems. He suggested the city go over the crack sealing <br />that was placed down in an effort to prevent the street from becoming worse. <br />Council had a discussion on how to proceed, and it was determined that they <br />needed to get to the bottom of this situation and would like to proceed with <br />passage of the legislation. The committee 3-0 to recommend approval. The <br />committee is hopeful the Service Director and Engineer will work with the Law <br />Director on this issue going forward. <br />• Street rating program final report for 2007 and the recommended 2008 street <br />rehabilitation projects. There are 17 streets recommended for rehabilitation: <br />Clague Road south of Brookpark, Decker Road north of Midvale, Eleanor Drive, <br />Evelyn Drive, Gladland Ave., Grace Road south of Brookpark, Grace Road south <br />of I-480, Kennedy Ridge Road east, Kennedy Ridge Road west, Lewis Road, <br />Martin Drive, Orng Road west, Root Drive north, Decker Road south of Midvale, <br />Ivy Court, Tallwood Court, Tallwood Drive. Approximate grand total for 2008 is <br />$1,132,526.50. One Councilman brought up the fact that three streets he had been <br />bringing to the attention of the administration and the committee chairwoman for <br />a few years are again not on the list of streets to be rehabilitated this year. <br />Another questioned whether or not RTA was contributing any funds to <br />rehabilitate Kennedy Ridge Road east. RTA is contributing $25,000 toward that <br />project. In addition, the city planner is seeking $100,000 through a competitive <br />municipal grant for the Kennedy Ridge Road east and west rehabilitation. The <br />Streets & Transportation Committee looks forward to taking another bus trip <br />around the city this spring with the Service Director and Engineer to look at the <br />work that was completed in 2007 under our new form of street survey and to see <br />what we are working on this coming year in 2008. <br />• Update on Stearns Road project south of I-480. Mr. Collins reported the county <br />has plans to widen and resurface Stearns Road south of I-480. The project does <br />include the ramps and the I-480 overpass. Bid process begins in March, and they <br />plan to proceed with work in June. <br />Finance Director Copfer made a friendly amendment by noting the RTA contribution for <br />Kennedy Ridge Road east is $24,000. <br />6 <br />
