Council Minutes of 1/2/2008 <br /> <br />• Fair housing complaints were also down a little bit from 2006. We are only <br />entering into the third year of our active program, and those numbers are not <br />significant yet since we are still building our program and reaching out to the <br />community. <br />• Legislation is down a little bit, which is not necessarily a bad thing. <br />• The Law Dept. collected $11,000 for the city in 2007. Those were collection <br />matters that were turned over to the Law Dept. primarily from the Building Dept. <br />and from Recreation. <br />• Good government recommendations. Three have been added for this year for <br />Council and the administration's consideration: First, to consider a Charter <br />amendment that would provide for the appointment of the Fire Chief as opposed <br />to promotion through the Civil Service process. Second, provide additional <br />authority for the position of President of Council. The report mentions giving <br />more authority to President of Council for committee assignments and to provide <br />that the President of Council would be the supervisor for the Clerk of Council. <br />Third, a general recommendation to urge Council be open-minded about any <br />proposal that comes out of the administration dealing with changes in the way we <br />have done business for a lot of years because it is sort of the nature of government <br />that change is always difficult. Would urge Council to keep an open mind on <br />legislation like Ordinance 2007-156, which provides for the reorganization of the <br />Building and Engineering divisions, and any other proposals that come out of the <br />administration that might be tough on individual employees but show promise to <br />show more efficiencies in the operation of those divisions or departments and <br />hopefully some savings of tax dollars. <br />2) Welcome to the new members of City Council. The Law Dept. will provide for all <br />legal needs relating to official business as Council Members. He looks forward to <br />working with them. <br />President Kennedy: Committee-of--the-Whole met today, January 2, at 7 p.m. to discuss <br />committee assignments. The committee assignments are as follows: <br />• Building, Zoning & Development: Chairperson Mr. Barker, Vice Chairperson Mr. <br />Gareau, Mrs. Jones. <br />• Environmental Control: Chairperson Mr. Orlowski, Vice Chairperson Mr. Ryan, <br />Mr. Barker. <br />• Finance: Chairperson Mr. Gareau, Vice Chairperson Mr. Barker, Mr. Kearney <br />• Intra-Governmental Relations: Chairperson Mr. Ryan, Vice Chairperson Mr. <br />Orlowski, Mr. Gareau. <br />• Public Safety, Health & Welfare: Chairperson Mr. Kearney, Vice Chairperson <br />Mr. Orlowski, Mr. Mahoney. <br />• Recreation, Public Parks & Buildings: Chairperson Mr. Mahoney, Vice <br />Chairperson Mrs. Jones, Mr. Ryan. <br />• Streets & Transportation: Chairperson Mr. Jones, Vice Chairperson Mr. Kearney, <br />Mr. Mahoney <br />• President Pro Tem 2006: Mrs. Jones <br />3 <br />
