i ~ t <br />S <br />MINUTES OF THE SPECIAL MEETING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTED <br />DECEMBER 29, 2009 <br />Present: President of Council Kennedy, Council Members Bazker, Brossazd, <br />Gareau, Dailey Jones, Kearney, Orlowski. <br />Also Present: Mayor O'Grady, Finance Director Copfer, Clerk of Council Gallo. <br />President Kennedy called the meeting to order at 6:30 p.m. in Council Chambers, 5200 <br />Dover Center Road, North Olmsted, Ohio. <br />Members of the audience were invited to join Council in the recitation of the Pledge of <br />Allegiance. <br />REPORTS <br />Councilman Gazeau, Chairman of the Finance Committee: The Finance Committee met <br />December 22, 2009 at 8:15 p.m. Present were Council committee members Gazeau, <br />Barker, and Kearney; Council members Brossazd, Jones, and Orlowski; Finance Director <br />Copfer, Service Director Limpert, Safety Director Thomas and Human Resources <br />Director Farver. <br />1) 2009-142 an Ordinance amending Section 137.01 (Composition) of Chapter 137, <br />entitled "Department of Law" of the Administrative Code, in order to abolish the position <br />of full-time Assistant Director of Law and create two new part-time Assistant Director of <br />Law positions, and declaring an emergency, as amended. There is one Civil Assistant <br />position that will be broken down into one Civil Assistant 1 position, 2 Civil Assistant 2 <br />positions, and a Prosecutor position. It gives flexibility for purposes of staffing the Law <br />Department. The Civil 1 and Civi12 will be filled at the beginning of the yeaz. As time <br />passes they will see if they need additional staffing. This does not result in an increase in <br />the budget. In fact, it should result in a decrease in the budget. One amendment was to <br />broaden the position currently held by Cazole Heyward to include not only Fair Housing <br />Review matters but some additional matters as may be assigned from time to time. Those <br />matters would be paid from the general fund as opposed to HUD money. <br />Councilman Gareau made a motion to amend Ordinance 2009-142. The motion was <br />seconded by Councilman Barker and passed unanimously.
