Council Minutes of 12-29-09 <br />Computer, Inc. in order to provide maintenance and repair services to computer hardware <br />and software in the North Olmsted Fire Department, and declaring an emergency. <br />Councilman Gazeau made a motion to suspend the rule requiring three readings. The <br />motion was seconded by Councilman Kearney and passed unanimously. Councilman <br />Gareau moved for adoption. The motion was seconded by Councilman Kearney and <br />passed unanimously. Resolution 2009-147 adopted. <br />Resolution 2009-148 introduced by Mayor O'Grady was given its second reading. A <br />Resolution authorizing the Mayor to enter into one-year renewal contracts with TAC <br />Computer, Inc. in order to provide for maintenance and repair services to various <br />computer hazdwaze and software at the Police Department, and for membership in the <br />Ohio Law Enforcement Network, and declaring an emergency. Councilman Gareau <br />made a motion to suspend the rule requiring three readings. The motion was seconded by <br />Councilman Barker and passed unanimously. Resolution <br />2009-148 adopted. <br />Ordinance 2009-141 was introduced and placed on first reading by Mayor O'Grady. An <br />Ordinance to make and transfer appropriations for current expenses and other <br />expenditures for the City of North Olmsted for the year ending December 31, 2009. <br />Councilman Gareau made a motion to suspend the rule requiring three readings. The <br />motion was seconded by Councilman Barker and passed unanimously. <br />Councilman Gareau requested that Finance Director Copfer comment on this Ordinance. <br />Copfer said they had to refine dollar amounts in several areas. Because there is no <br />settlement with the firefighters union and they do have a final judgment in the litigation <br />that has been going on for a couple of years. This yeaz they got a final judgment. By the <br />end of 2009 they need to have money appropriated to expend it so it can be encumbered. <br />Money was moved from Police and put into Fire wages and benefits. Ten thousand <br />dollars is for a boiler for Old Town Hall because it will not pass inspection. There was <br />an adjustment between the permanent improvement fund and Issue I fund for the Dover <br />Center Project adjusting the portion the State pays versus the City of North Olmsted. <br />Councilman Barker asked Service Director Limpert what the boiler is for because he <br />thought it was forced air. Limpert said the forced air is the air conditioner. There are two <br />boilers that heat the facility. <br />Councilman Gareau moved for adoption. The motion was seconded by Councilman <br />Barker and passed unanimously. Ordinance 2009-141 adopted. <br />Ordinance 2009-152 was introduced and placed on first reading by Mayor O'Grady. An <br />Ordinance authorizing a three year personal services agreement with Medical Mutual of <br />Ohio (MMO) to act as Third-Party Administrator (TPA) for city health insurance claims <br />and to provide ancillary health insurance coverage for the city and, upon granting an <br />emergency exception from requirement for requests far proposals (RFP), further <br />authorizing the Mayor to enter into said contract with MMO, and declaring an <br />emergency.
