'~
MINUTES OF THE MEETING OF THE COUNCIL
OF THE CITY OF NORTH OLMSTED
NOVEMBER 4, 2009
Present: President of Council Kennedy, Council Members Barker, Brossard,
Gareau, Dailey Jones, Kearney, Mahoney, Orlowski
Also Present: Mayor O'Grady, Law Director Dubelko, Finance Director Copfer, Clerk of
Council Gallo.
President Kennedy called the meeting to order at 8 p.m. in Council Chambers, 5200
Dover Center Road, North Olmsted, Ohio.
Members of the audience were invited to join Council in the recitation of the Pledge of
Allegiance.
Councilman Gareau amended the Council meeting minutes of October 20, 2009 to add to
his finance report from the last meeting that Director of Safety was also present at his
meeting. The minutes of the Council meeting of October 20, 2009 were approved as
corrected.
President Kennedy announced the following legislation would be considered for passage
under suspension of the rules: First Reading, Resolutions 2009-131, 2009-132, and
2009-133; Second Reading, Resolution 2009-125.
REPORTS
Mayor O'Grady: 1) Congratulations to the candidates in this most recent election cycle.
He offered his full support during the transition.
2) At the last Council meeting, there were comments from members of the Firefighters
Union to Council and to the public suggesting that the safety of the citizens is in peril due
to the recent firefighter layoffs. An investigation into these allegations was conducted
through the Safety Director. She was in contact with the medical director and she found
no evidence to corroborate the statements that were made by the firefighters. Emergency
room personnel have seen no diminution in the level of service provided to the residents
since the layoffs. The number of fires and false alarms continues to decrease in the city
of North Olmsted, which does allow paramedics to concentrate on their EMS duties. If
there are members of the public or elected representatives on Council that have further
questions on this, please feel free to talk to Safety Director Thomas.
3) NOACA has completed field observations for the road safety audit of the Lorain-
Columbia intersection, and they will be conducting field observations for the Great
Northern-Brook Park Road intersection this week. The final road'safety audit should be
.~.~. w .~~,~: ,~ .s_~...~~~~
