~~ <br />Council Minutes of 11-04-2009 <br />completed by the end of the year. NOACA has indicated that ODOT safety funding is <br />available for recommended intersection improvements. <br />4) Federal stimulus dollars from the Department of Justice have been used to purchase a <br />new state of the art radio console for the dispatch center, which is currently being <br />installed. <br />5) The City Engineer designed a new sign for the No Texting While Driving Ordinance. <br />The Service Department will be installing the signs, and the police department will <br />enforce the legislation. <br />6) On Friday, October 23, consultants from .ESCI were in North Olmsted to meet with <br />city officials regarding the new fire district study. Thank you to members of Council <br />who were able to participate along with members of the Administration. A representative <br />from ESCI is meeting this week with fire chiefs in the region. <br />?) The fire prevention grant has been submitted to the federal government, requesting <br />financial assistance for the fire prevention bureau within the North Olmsted Fire <br />Department. Grant documents have also become available for the fire SAFER program. <br />That grant is due in December and, if awazded, can be used for personnel expenses in <br />order to keep the firefighters on duty. <br />8) The Building and Police Departments are conducting a sweep of all vacant and <br />foreclosed properties within the city. Many formally vacant properties have been sold <br />and are now occupied with new owners. The city continues working with the court <br />system to fast-track foreclosures in North Olmsted. <br />9) The centrifuge at the Waste Water Treatment Plant is repaired and back online. <br />10) Street striping is now complete in the city. <br />11) All stop signs in North Olmsted have been resurfaced through the 3-M grant. The <br />city is now in the process of resurfacing speed limit signs throughout the city. <br />12) The annual leaf pick-up began last week and it is on schedule and progressing <br />through the city. <br />Councilman Gareau reminded the Mayor about Veteran's Day. The Mayor thanked <br />Councilman Gareau and said the Veteran's Ceremony will take place November 11 at <br />North Olmsted Park in Veteran's Plaza near Lorain Road at 1 p.m. All are welcome to <br />attend. <br />Law Director Dubelko: 1) He provided an update on real property maintenance cases. <br />On October 21, in one case the city received aforty-one thousand five hundred dollar fine <br />or at least a fine was imposed in that amount in that case subject to relief in the amount of <br />forty-one thousand dollars if compliance is made prior to November 20. Four <br />convictions are pending sentence in the real property maintenance matters scheduled in <br />various dates between November 3 and January 26 of next year. There are three cases <br />pending trial in Rocky River Court. There are four cases in which complaints have been <br />authorized and are waiting filing and service in Rocky River Court. Two cases that had <br />been referred to the Law Department are pending decisions to prosecute. <br />2) He congratulated everyone that won the election and wished them all much success in <br />the next term. He gave a brief history of his relationship with Michael Gareau, Jr. and his <br />and Mr. Gareau's history with the city.
