Council Minutes of 11-04-2009 <br />Gazeau, Jr. as Law Director in the upcoming term. Councilman Gareau thanked Mr. <br />Dubelko for his kind words. <br />Finance Director Copfer: 1) She requested Council to suspend the rule requiring three <br />readings for Ordinance 2009-124. Councilman Gareau said he would be happy to make <br />the motion. <br />2) She requested to schedule a meeting the following week. She will have the <br />September quarterly review done, and then they can discuss plans for 2010. <br />Councilman Gareau, Chairman of the Finance Committee: The Finance Committee of <br />the North Olmsted City Council on October 27, 2009 at 7:45 p.m. Present that evening <br />were Council President Kennedy, Councilman Brossard, Councilwarnan Jones, <br />Councilman Orlowski, Councilman Mahoney, and Council committee members Gareau, <br />Barker, and Kearney. Also present were the Service Director and the Planning Director. <br />1) 2009-125 is a Resolution authorizing and directing the Director of Public Service to <br />advertise for bids for the awazd of a contract to provide ADA improvements to the North <br />Olmsted Senior Center, Community Cabin and North Olmsted Park as detailed in the <br />specifications on file in the Engineering Department, and authorizing the Mayor, <br />following approval of the Boazd of Control, to contract for the same with the lowest and <br />best bidder, and declaring an emergency. The city was successful in its application to <br />receive funding for the ADA, or Americans with Disabilities Act, compliance and <br />improvements to the North Olmsted Pazk and facilities. A motion was made to <br />recommend approval by Councilman Gareau and seconded by Councilman Barker. The <br />committee voted 3-0 to recommend approval. <br />2) 2009-124 is an Ordinance to make and transfer appropriations for current expenses <br />and other expenditures for the city of North Olmsted for the year ending December 31, <br />2009. There was a transfer that was made to increase the severance account because the <br />original estimate for the Clerk was low. There was a four hundred twenty dollar transfer <br />from the Division of Building, Public Service, and Properties to pay for supplies <br />purchased by public service to install electrical circuits. Casualty received twenty five <br />thousand dollars more in revenue. than was originally projected due to insurance <br />reimbursements for a totaled police caz and a traffic signal damaged in separate accidents. <br />Revenue projections had to be reduced in the Recreation fund because the original <br />revenue projections were high. Bond retirement appropriations aze being increased due <br />to information regarding a loan payment that was not included. A motion was made to <br />recommend approval by Councilman Gazeau and seconded by Councilman Kearney. The <br />committee recommended approval of 2009-124 by a vote of 3-0. <br />Councilman Bazker, Chairman of the Building, Zoning and Development Committee: <br />The Building, Zoning and development Committee met on Tuesday October 27, 2009 at <br />7:30 p.m. In attendance were Committee members Barker, Jones and Gareau; all <br />members of Council; Planning Director Kim Wenger; Gary Fischer from Arkinetics <br />Architects; and guests.They met to discuss CMSO9-11 Harry Buffalo located at 2428 <br />Great Northern Boulevard. The proposal involves constructing a patio addition to the <br />former Bennigan's building for the new tenant, Harry Buffalo, plus various site <br />improvements.
