Council Minutes of 11-04-2009 <br />constructed on the side of the restaurant closest to Brookpazk Road. The patio structure <br />will be closed off with a black aluminum decorative fence to limit access from inside the <br />restaurant. The area between the restaurant and the patio structure will be an outdoor <br />patio area. Few changes will be made to the existing building. The stucco will be <br />repainted the same color, and all brick and trim colors will be the same. The lamp post, <br />window trim and door frames will be painted a dark bronze and a black stripe added <br />along the top of the building to match the black in the awnings. The canopies will be <br />black with a copper pinstripe. The patio addition will consume six existing parking <br />spaces. Despite the loss of parking for the addition, the entire site contains sufficient <br />parking based upon a variance previously granted to the entire mall development of four <br />and a half spaces per one thousand squaze feet. The occupant load for the building will <br />also remain the same. Site improvements are mainly related to improving landscaping <br />and the condition of the pavement. There had been significant cracks and holes in the <br />parking field, particularly in the area to the northwest of the building. The applicant will <br />patch and crack seal the deteriorated areas. The applicant proposed to restore the <br />landscape islands to that which was originally approved. The Commission requested new <br />landscape plantings in each of the three pazkng lot islands, as well as the installation of a <br />bike rack. The applicant does require some variances from the Board of Zoning Appeals <br />for number, height and area of wall signs. The opening date will be sometime in January <br />of 2010. A motion was made by Councilman Barker to approve CMS09-11 Harry <br />Buffalo located at 2824 Great Northern Boulevard pursuant to all recommendations of <br />the Planning and Design Commission as well as the addition of the bike rack, and the <br />motion was seconded by Councilwoman Jones. The committee voted 3-0 to approve this <br />project. <br />Councilman Barker made a motion for Council to approve CMS09-11 Harry Buffalo <br />located at 2824 Great Northern Blvd. pursuant to all recomendations of the Planning and <br />Design -Commission including the addition of bike racks. The motion was seconded by <br />Councilwoman Jones and passed unanimously. CMS09-11 Harry Buffalo approved. <br />Councilwoman Jones, Chairwoman of the Streets and Transportation Committee: The <br />Streets and Transportation Committee met on October 27, 2009 at 8:05 p.m. Present <br />were all of Council, committee members Jones, Kearney, and Mahoney; and also the <br />Service and Safety Directors. The Streets and Transportation Committee met to discuss <br />the snow removal plan for this winter. Traditionally, the meeting was held when the <br />winter was over. This time, she and the Service Director thought it might be a good idea <br />to meet beforehand. Mr. Limpert provided Council with a packet of information that will <br />be very helpful for Council this upcoming winter as far as being able to respond to <br />resident's questions regarding the snow removal. The packet included information <br />regarding the type of snow removal vehicles, the salt routes, the salting policy of the city, <br />the bombardier sidewalk routes, and the snow plow sections of the city. Council <br />certainly appreciates the Service Director putting the packets together. Also discussed <br />was the call list of employees who are also able to operate snow removal vehicles, <br />especially when heaviest snow times happen on a Friday night or a weekend.
