Council Minutes of 11-04-2009 <br />Councilman Mahoney, Chairman of the Recreation, Public Parks and Buildings <br />Committee: The Recreation, Public Parks and Buildings Committee met on October 27, <br />2009 at 8:25 p.m. The subject of that particular committee meeting was Ordinance 2009- <br />109, anOrdinance amending Sections 505.01 and 947.01 of the North Olmsted Codified <br />Ordinances in order to .permit responsible persons to walk dogs on a leash in North <br />Olmsted city parks. This Ordinance was first introduced at a September 15 Council <br />meeting. There was a committee meeting held on September 22 after discussion by <br />committee members and Council members and other members of the public. It was <br />decided to hold that particular piece of legislation in committee. The second committee <br />meeting was held on October 27, 2009. In attendance that evening was Council President <br />Kennedy, committee members Brossard, Jones, and Mahoney; the remaining members of <br />Council; the Safety Director; the Animal Warden; Mr. Mike Smalley, a representative of <br />the North Olmsted Softball Organization; Mr. Jeff Stwgeon, a resident; and Linda <br />Kennedy. The discussion primarily centered around the topics and some of the issues <br />and concerns that had first been raised in the September 22 committee meeting. Some of <br />those issues and concerns were the fact that the Ordinance did not address vicious dogs at <br />all. It didn't discuss leash length or leash .type. It was indicated at the committee <br />meeting that representatives of the North Olmsted Soccer Organization had weighed in <br />on whether or not dogs would be permitted at Barton Bradley. Several Council members <br />indicated that they might be in favor of allowing dogs at certain parks within the city of <br />North Olmsted but potentially not others. A motion was made by Chairman Mahoney to <br />recommend approval of 2009-109, seconded by Councilwoman Jones. The motion to <br />recommend approval failed 3-0. There was an indication by several Council members <br />that a revised or amended Ordinance might pass with the committee and other members <br />of Council. <br />AUDIENCE PARTICIPATION <br />Bryan Gallagher, 1406 Plymouth Road, Cleveland thanked Lieutenant Hehnen for talking <br />about the safety concerns two weeks ago. They look forward to speaking with the Safety <br />Committee hopefully in three weeks. <br />Matt Peters, 32869 Sorrento Lane, Avon Lake said he is here as a member of the <br />Executive Board of the members of the North Olmsted Firefighters. They made some <br />comments at the last Council meeting stating that there have been impacts to the response <br />times to the services that they provide. The medical director may have said that their <br />care is not diminished because their care has always been the most professional that they <br />can provide. They cannot take and wave a magic wand and make minutes appear <br />because when someone's not breathing, someone's having a heart attack, or somebody's <br />having some type of crisis, they cannot make minutes appear out of nowhere. When the <br />job is done with less people than it was before, the job doesn't get done as fast or as <br />efficiently as it has in the past. He requested to have an open meeting to discuss these <br />issues and get information. He congratulated everyone that won their elections, and he <br />wished Mr. Dubelko well. Mayor O'Grady encouraged the firefighters in the city of <br />North Olmsted to utilize the chain of command. He welcomes and encourages Council to <br />5 <br /> <br />
